According to the Dong Nai Province Construction Investment Project Management Board, Component 1 of the Bien Hoa - Vung Tau Expressway, 16 km long, has 8 contractors, of which 3 contractors are ahead of schedule, the rest are behind schedule. The Dong Nai Province Construction Investment Project Management Board has announced multiple violations of contract schedule (from 2 to 3 times) to 3 contractors including: Hai Dang Joint Stock Company, Truong Son Construction Corporation, and 479 Hoa Binh Joint Stock Company.
For Hai Dang Joint Stock Company, the construction progress has only reached about 16% of the volume. Truong Son Construction Corporation still has to build the roadbed with a volume of about 300,000 m3 of fill; the weak soil treatment item has not been completed yet (only reached 85% of the volume). Hoa Binh 479 Joint Stock Company has many slow construction items.
Recently, the Dong Nai Provincial Construction Investment Project Management Board has issued many documents to urge and review the progress of the above 3 contractors, however, the construction at the site has not yet had any clear changes. With the current progress, it is likely that the contractors will not be able to basically complete the project before December 19, 2025, so the Dong Nai Provincial Construction Investment Project Management Board has added more subcontractors and transferred the volume to the contractor in the joint venture to implement, ensuring the project is technically open to traffic according to the direction of the Prime Minister .
Component 3 Project, Ring Road 3 - Ho Chi Minh City is more than 11 km long, with 6 contractors, of which only 1 contractor is ahead of schedule, the remaining 5 contractors are behind schedule. Dong Nai Province's Project Management Board has issued documents urging, reminding, and notifying of contract progress violations to Thanh Phat Construction Limited Liability Company, Tan Nam Construction Joint Stock Company, and Hoang Thanh Investment and Trading Joint Stock Company. As for Hoang Thanh Investment and Trading Joint Stock Company, the construction progress is not guaranteed, only reaching about 17% of the volume. In order for the project to be technically open to traffic before December 19, 2015, Dong Nai Province's Project Management Board has directed the units to work and transfer the volume between contractors.
According to the Dong Nai Province Construction Investment Project Management Board, the delay in construction of Component Project 1, Bien Hoa - Vung Tau Expressway and Component Project 3, Ring Road 3 - Ho Chi Minh City is due to objective reasons such as heavy rain. Statistics from the supervision and construction unit show that from the beginning of August to October 21, 2025, there were 58 rainy days at the construction site of Component Project 1, Bien Hoa - Vung Tau Expressway; there were 40 rainy days at Component Project 3, Ring Road 3 - Ho Chi Minh City. The subjective reason is that the contractor is weak and uncooperative; some contractors have been reminded many times but the construction progress has not changed significantly, so the authorities have had to transfer the workload to other contractors.
To speed up the progress of Project Component 1, Bien Hoa - Vung Tau Expressway and Project Component 3, Ring Road 3 - Ho Chi Minh City, recently, the People's Committee of Dong Nai province has issued a document requesting units to synchronously deploy solutions and strictly handle weak contractors. The province requires the competent authorities to terminate the contract according to regulations if the contractor continues to delay; publicly post the list of contractors violating the progress and violating the contract on the national bidding network, as a basis for the competent authorities to consider and restrict contractors from participating in other bidding packages.
