AI - The intellectual infrastructure of the new era
Speaking at the Forum, Deputy Minister of Science and Technology Hoang Minh emphasized: AI is intellectual infrastructure. AI is not just an applied technology, it is becoming a type of national infrastructure, like electricity, telecommunications or the Internet. Whoever masters AI will have a superior advantage in production, business, healthcare, education, national governance, and even national defense and security. Vietnam is determined to focus on building Vietnam's AI intellectual infrastructure, quickly building a national AI supercomputing center and open shared AI data.
Regarding open AI technology, Vietnam commits to developing and mastering digital technology , including AI, based on open standards and open source code. Open to develop and master Vietnamese technology, to Make in Vietnam, and also to contribute to humanity. Open to use other people's knowledge and to create a higher level for others. This is not only a commitment, but also a strategy.

Regarding creating a domestic AI market for development. Without applications, there will be no market, without a market, Vietnamese AI enterprises will remain small. Therefore, promoting AI applications in enterprises, in state agencies and key areas is the fastest way to develop AI, to create Vietnamese AI enterprises. The government will spend more on AI, the NATIF Technology Innovation Fund of the Ministry of Science and Technology will allocate a high proportion to support AI applications, and issue vouchers to small and medium-sized enterprises using Vietnamese AI. The domestic market is the cradle to create Vietnamese AI enterprises.
According to Deputy Minister Hoang Minh, with a young, dynamic, and tech-savvy population of 100 million, Vietnam has the conditions to be both a fast user and a creator of AI products for itself and the world. Vietnam is a developing country, the Party and the State are setting very high goals, many challenges and big problems are emerging, and this is an opportunity for AI. The Prime Minister has issued a list of strategic technologies, in which AI is the key technology that we will prioritize resources for development. We can go faster thanks to: National AI computing infrastructure, data ecosystem, Make in Vietnam digital technology enterprises and a research force, startups, a young community that loves technology. AI startups will be an important driving force for AI development in Vietnam.
AI opens up great opportunities, but also raises many issues about ethics, employment and social trust. Therefore, we must develop AI that is fast, safe and humane. AI is for humans, not replacing humans but serving humans, AI is an assistant to humans. AI is a powerful tool, but humans are the decision makers, let AI support, not replace human thinking, values and responsibilities.
Together towards an inclusive AI future
Speaking at the Forum, Mr. Park Yun Gyu, Chairman of the National Information Technology Industry Promotion Agency of Korea, affirmed: The Vietnam - Korea Digital Forum has become an important cooperation event in the digital innovation journey of the two countries.
According to Mr. Park Yun Gyu, the theme "From specialized AI to inclusive AI - Creating the future together" clearly shows the direction of cooperation that the two countries need to aim for in the era of artificial intelligence.

Mr. Park Yun Gyu said that to realize the goal of becoming one of the world's top 3 countries in AI, Korea is building a comprehensive AI ecosystem, including semiconductor AI, data, cloud computing, AI service infrastructure and promoting AI transformation in the manufacturing industry. Along with that, Korea is actively expanding international cooperation with countries with autonomous AI ecosystems, to spread the value of humanistic technology and apply AI to all areas of life.
With its impressive digital growth and dynamic startup ecosystem, Vietnam is emerging as a new AI innovation hub in Southeast Asia. We believe that cooperation between the two countries in the field of AI will not only promote technological development, but also contribute to creating an inclusive, prosperous and sustainable digital future.
Mr. Choi Youngsam, Korean Ambassador to Vietnam, emphasized: Digital transformation is a strategic breakthrough, capable of revolutionizing industrial productivity and public sector management efficiency, opening the way for each country to become a future power.
The Ambassador highly appreciated Vietnam’s strong efforts and determination in realizing the goal of becoming a digital nation. Notable steps include the Law on Digital Technology Industry issued in June 2025, creating an important legal corridor for digital economic development; along with the opening of the first National Data Center at Hoa Lac Hi-Tech Park in August, marking a strategic step in the process of building national digital infrastructure.

The Ambassador said that South Korea enacted the AI Basic Law in January 2025 and is promoting the construction of the National AI Data Center and the development of AI models.
The Ambassador emphasized that Vietnam and Korea have a solid foundation for cooperation in many fields, from industry, energy, science and technology to education and human resource training. Now is the right time for the two countries to expand cooperation to the digital and artificial intelligence fields, which will shape the future development of each economy.
According to the Ambassador, the immediate priority is to jointly develop essential digital infrastructure, including Next Generation Networks and AI data centers. In addition, in the context of the two countries' deeply connected supply chains in industries such as semiconductors, batteries, and electronic components, integrating AI into the production process will contribute to increasing productivity, improving product quality, and increasing the competitiveness of businesses of the two countries in the global market.

At the end of the Forum, the two sides affirmed their determination to promote AI cooperation and comprehensive digital transformation, towards the goals of AI for humans, AI for sustainable development and inclusive AI.
The event marks a new step in the journey of "jointly creating the digital future of Vietnam and Korea", contributing to realizing the vision of a smart, cooperative and prosperous Asia in the era of artificial intelligence.
