Implementing Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on "Innovation in law-making and enforcement to meet the requirements of national development in the new era", the Department of Science and Technology of Phu Tho province has proactively and synchronously deployed tasks, ensuring that the system of documents in the field of science and technology is consolidated, synchronized and consistent with post-merger management practices.

Mr. Nguyen Minh Tuong - Member of the Provincial Party Committee, Director of the Department of Science and Technology reported at the October administrative meeting of the People's Committee of Phu Tho province on the work of reviewing, processing and completing the legal document system after merging 3 provinces (October 20, 2025).
As early as August 2025, the Department of Science and Technology issued a decision to establish a Review and Advisory Team to handle the system of legal documents in the science and technology sector and field issued by the People's Councils and People's Committees of the three previously merged provinces; the plan aims to specify the implementation roadmap, with the goal of replacing all old documents and issuing new unified legal documents according to the current administrative model of Phu Tho province.
During the period from the merger to October 2025, the Department of Science and Technology reviewed 57 legal documents in the field of science and technology issued by the three previous provinces, including 14 Resolutions, 41 Decisions and 2 Directives. Through the review, 27 documents were proposed to be abolished, including 2 Resolutions, 23 Decisions and 2 Directives. 12 documents were identified to be newly drafted to replace, including 5 Resolutions and 7 Decisions, of which 1 decision is under the authority of the Chairman of the Provincial People's Committee.
The reviewed and newly drafted documents are all in accordance with the plan of the People's Committee of Phu Tho province on promulgating a system of legal documents to replace the documents of the provinces before the merger. There are 5 important Resolutions of the Provincial People's Council including: (1) Resolution stipulating the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the state budget; (2) Resolution stipulating the content and level of expenditure for performing science and technology tasks using the state budget; (3) Resolution stipulating the level of expenditure for the Technical Innovation Contest and the Youth and Children's Creativity Contest in the province; (4) Resolution stipulating the level of support for intellectual property registration in Phu Tho province; (5) Resolution to support small and medium-sized industrial enterprises to invest in innovation and modernization of technology in priority development areas; Some decisions under the authority of the Provincial People's Committee, such as: Regulations on management and use of the Email System in the operations of state agencies of Phu Tho province; Regulations on management and use of specialized digital signatures of the Government in state agencies; Regulations on operation of the Data Integration Center and Open Data Portal of Phu Tho province; Regulations on shared use of telecommunication cable poles and tidying up telecommunication cables in the province; Regulations on management, connection and sharing of digital data between state agencies and Regulations on economic and technical norms of public career services in the field of science and technology...
By mid-October 2025, 18 documents had been abolished by competent authorities, including 2 Resolutions, 14 Decisions and 2 Directives. The remaining drafts are in the process of being completed, receiving comments and submitting to competent authorities on schedule. Some drafts, such as the Resolution on the authority to invest and purchase information technology, have completed their dossiers, submitted to the Provincial People's Committee and are expected to be approved at the Provincial People's Council meeting in November 2025.
Along with the drafting and reviewing of documents, the Department of Science and Technology has also focused on widely disseminating and enforcing laws at all levels, especially at the commune and ward levels. Specialized units coordinate with the Department of Justice to organize propaganda and training on legal policies on science and technology, digital transformation, intellectual property, quality measurement standards, attracting officials, civil servants and businesses to participate. Many localities have included the content of disseminating science and technology laws in regular activities, helping officials and people understand and properly implement regulations in practice.
In the process of implementing Resolution No. 66-NQ/TW, the Department of Science and Technology not only focuses on reviewing and perfecting the legal document system but also promotes the application of information technology to modernize the work of building and enforcing laws. The entire process from drafting, commenting, appraising to promulgating legal documents is 100% processed in the electronic environment, integrated with the province's document management system. The posting, collecting comments, feedback and publishing of documents are done online, ensuring publicity, transparency and shortening processing time.
The results achieved in the past time demonstrate the proactive, responsible and creative spirit of the Department of Science and Technology in concretizing Resolution 66-NQ/TW into practice. The Department of Science and Technology has become one of the leading units of the province in perfecting the sector's mechanisms and policies, making an important contribution to the province's consolidation work. The system of documents in the field of science and technology is increasingly unified and synchronized, creating a solid legal foundation for the development of science, technology and innovation, serving the goal of rapid and sustainable development of the province in the new period./.
