Hội nghị tập huấn công tác Văn thư, Lưu trữ và Bảo vệ bí mật nhà nước năm 2025: Nâng cao nhận thức, chuẩn hóa nghiệp vụ trong kỷ nguyên số

Trong hai ngày 27–28/10/2025, tại thành phố Ninh Bình, Bộ Khoa học và Công nghệ (KH&CN) đã tổ chức Hội nghị tập huấn công tác Văn thư, Lưu trữ và Bảo vệ bí mật nhà nước năm 2025. Sự kiện nhằm bồi dưỡng, cập nhật kiến thức, nâng cao năng lực chuyên môn cho đội ngũ cán bộ, công chức, viên chức làm công tác văn thư, lưu trữ và bảo mật trong toàn ngành KH&CN.

The conference was attended by representatives of leaders of units under the Ministry of Science and Technology, the Department of State Records and Archives ( Ministry of Home Affairs ), together with leaders and officers in charge of records, archives and protection of state secrets of local Departments of Science and Technology and a number of science and technology enterprises in Ninh Binh province.

Overview of the Conference.

Speaking at the opening of the Conference, Mr. Dong Hai Ha, Deputy Chief of Office of the Ministry of Science and Technology, emphasized that in the context of promoting digital transformation, the work of documents, archiving and protecting state secrets is not only a purely administrative task, but also plays a key role in ensuring the safe, unified and effective flow of information in the operations of the Ministry and its affiliated units. He requested that delegates promote the spirit of learning and exchanging practical experiences, thereby contributing to standardizing processes and improving the quality of document - archiving - security work across the sector.

Within the framework of the program, delegates listened to a report summarizing the implementation of document, archive and state secret protection work in the past time; evaluating the results achieved, pointing out limitations, shortcomings and causes.

The presentations at the Conference focused on clarifying many key contents, such as: Implementing Resolution No. 57-NQ/TW of the Politburo ; Law on Archives and documents guiding its implementation; determining the period of protection of confidential documents; procedures for creating, submitting and destroying archived records; applying information technology, digitizing documents, building electronic archive databases; managing information security in the network environment.

At the training session, conference delegates listened to experts from the State Records and Archives Department present and guide professional skills on document classification, electronic document management, use of digital signatures, standardization of formats and procedures for managing records on document management software systems, as well as methods for identifying and processing information within the scope of state secrets.

Delegates also shared many models and practical experiences from localities and units such as: Integrating electronic document management systems with archiving software, building digital archives, applying document identification codes, implementing the process of receiving - handing over - securing electronic records; and at the same time, discussing the difficulties in storing large data, ensuring information integrity when converting between different technology platforms.

In his closing remarks at the Conference, the representative of the Office of the Ministry of Science and Technology acknowledged the serious and responsible working spirit of the delegates; at the same time, he requested the affiliated units and local Departments of Science and Technology to continue to strengthen direction, inspection, promote the application of information technology, improve the capacity of the team doing document - archive - security work, towards the goal of building a modern, professional, transparent and information-secure digital administration in the entire science and technology sector.
