Speaking at the meeting, Prime Minister Pham Minh Chinh stated that this was an exceptionally heavy flood in the Central region, with many places experiencing record-breaking, unprecedented rainfall.
The Government and the Prime Minister have focused on directing and implementing flood prevention and response work early, from afar, promptly, effectively, and closely following developments.
The Prime Minister requested ministries, branches and localities to urgently compile, synthesize and update preliminary damage information and immediately report to the Politburo, the Secretariat and competent authorities.
The Prime Minister directed Party committees and authorities to promptly organize visits, encourage and support people, especially families with dead or missing people; immediately implement the best support policies for the people, support funeral arrangements for those who unfortunately died, and treat the injured.
Local authorities continue to organize and resolutely evacuate people from dangerous areas at risk of landslides, flash floods, and flash floods; ensure food, necessities, clean water, disinfectants, etc. for people; by all means, must supply people in deeply flooded, isolated, and landslide-prone areas.
Localities should review and, if necessary, propose support for rice, food, dry food, etc. In the immediate future, the Central Government should immediately support 2 tons of dry food for Hue City. Military Region 5 should immediately transport it to the people. Military and police forces should urgently deploy supplies for people in deeply flooded and isolated areas.
The Ministry of National Defense, Military Region 5, Military Region 4, and the police force continue to mobilize forces and vehicles such as boats and canoes for disaster prevention. The Ministry of Agriculture and Environment and the Ministry of Health increase human resources in this area, ensuring food, clean water, and disinfectants for the people.
The Ministry of Industry and Trade and the Ministry of Science and Technology directed forces, EVN Group, and telecommunications enterprises such as VNPT and Viettel to urgently fix and restore power and telecommunications signals as soon as possible to ensure that people have full and timely information.
The Prime Minister also requested to calculate plans to overcome the consequences and restore activities immediately after the flood recedes, especially classrooms, schools and medical facilities, so that children do not lack places to study, sick people do not lack places to be treated, and people do not lack food, clothing, or go hungry or ragged.
Ministries and sectors must proactively handle local requests for urgent needs within their authority; if they exceed their authority, they must report to the Prime Minister. For now, the Ministry of Finance will allocate 150 billion VND to support Hue city, 100 billion VND to Quang Ngai and Quang Tri; and at the same time, handle requests for national reserve goods...
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue to directly command the Frontline Steering Committee to respond to floods and storms. If it exceeds his authority, he must immediately report to the Prime Minister.
According to the report of Minister of Agriculture and Environment Tran Duc Thang, the historic flood caused flooding in 32/40 communes and wards with 35,000 households in Hue and over 75,000 households in Da Nang.
From the Hue City bridge, Deputy Prime Minister Tran Hong Ha said that up to now, although the affected area and flooding in Hue City is very large, with 32/40 communes and wards, the people and local authorities at two levels have made efforts to respond, and the Party Committee and authorities have paid close attention to the people's situation.
Currently, the floodwaters in Hue City have receded quite quickly, so in the coming days, Hue City will continue to monitor the highlands and areas prone to flash floods and landslides. The evacuation of people from before will be maintained until October 31. Other activities such as traffic and environmental sanitation have also been specifically directed to be implemented during and after the flood.
