Attending the live conference at the main bridge were more than 200 management staff of consulting units and enterprises operating in the mineral sector in 3 provinces: Bac Ninh , Hung Yen and Lang Son. The online conference was attended by nearly 1,500 commune and ward officials at 99 bridge points in Bac Ninh province.

Speaking at the opening of the conference, Mr. Mai The Toan, Deputy Director of the Department of Geology and Minerals, emphasized that this is a key activity in the 2025 legal dissemination plan of the Ministry of Agriculture and Environment to fully and systematically disseminate the new points and core contents of the Law, Decree No. 193/2025/ND-CP and 8 circulars guiding its implementation. At the same time, directly answering questions from localities, organizations and individuals will help to remove difficulties right from the initial stage of implementing the Law.
At the conference, the delegates were introduced by the leaders of the specialized departments of the Department of Geology and Minerals to an overview of the Law on Geology and Minerals as well as its implementing documents including: Geological and mineral strategies and planning; basic geological surveys; geological surveys of minerals; mineral areas; mineral exploration; points to note when granting licenses for mineral exploration and recovery; closing mineral mines; management of river sand and gravel; geological and mineral data information; finance on geology, minerals and auction of exploitation rights; responsibility for state management of geology and minerals.
Introducing regulations on mineral exploitation rights fees, mineral exploitation rights auctions and reimbursement of mineral potential assessment costs, mineral exploration costs including: Authority to determine, approve, approve adjustments, settle, re-approve mineral exploitation rights fees; formula for determining mineral exploitation rights fees; reserves for calculating mineral exploitation rights fees...

At the conference, leaders of the Department of Geology and Minerals, Department of Agriculture and Environment of Bac Ninh, Hung Yen and Lang Son provinces also directly responded and clarified many discussion contents, exchanges, and feedback from organizations, individuals, and businesses related to the implementation and enforcement of the Law on Geology and Minerals No. 54/2024/QH15.
The training conference is not only a legal dissemination activity, but also a forum for connecting and sharing experiences between management agencies, experts and the business community to clarify new regulations of the Law on Geology and Minerals 2024 and its implementing documents; equipping knowledge and improving legal capacity for management staff and professional staff to meet the requirements of the new period.
