Chairman of Bac Ninh Provincial People's Committee criticized units and localities with low disbursement rate of public investment capital.

BAC NINH - The Chairman of the People's Committee of Bac Ninh province has just issued Official Dispatch No. 4170/UBND - THDT dated October 29 criticizing agencies, units and localities with low public investment disbursement rates.

Recently, the Provincial People's Committee and the Chairman of the Provincial People's Committee have promptly issued directive documents on focusing on promoting the disbursement of public investment capital and the National Target Programs in 2025. Many meetings have been held to review progress and remove difficulties and obstacles for each project.

Contractors are speeding up the construction progress of the Golden Canal Bridge and the approach roads at both ends of the bridge connecting Bac Ninh province with Hai Phong city to disburse public investment capital.

Departments, branches, sectors and localities in the province have made efforts to implement, especially in completing investment procedures, site clearance, urging contractors to construct, pay and disburse.

However, the progress of disbursement of public investment capital and the National Target Program of some agencies, units and localities is still low and does not meet requirements. Many projects are behind schedule, the implementation volume and disbursement value are not commensurate with the time and capital plan assigned.

By October 28, the whole province had disbursed more than VND 11,917 billion, reaching 58.5% of the assigned capital plan (disbursed assigned capital during the year reached more than VND 10,981 billion, equal to 72.7% of the plan assigned by the Prime Minister ).

The Chairman of the Provincial People's Committee highly appreciated and commended agencies and units with positive results in disbursement of public investment capital up to October 28, demonstrating a sense of responsibility and determination in direction and management, typically: Luong Tai Construction Investment Project Management Board (92.7%); Bac Ninh Province Civil and Urban Development Project Management Board No. 1 (79.1%); Provincial Police (disbursement reached 78.5%); Tan Yen Construction Investment Project Management Board (74.3%); Hiep Hoa Construction Investment Project Management Board (71.3%)...

Wards and communes with high disbursement rates: Viet Yen (96.7%), Nhan Thang (96.7%), Dong Cuu (96.4%), Gia Binh (91.6%), Phu Khe (91.5%), Tam Son (90.4%)….

The Chairman of the Provincial People's Committee criticized units with low disbursement results, not meeting requirements, directly affecting the implementation results of the 2025 public investment plan, negatively impacting the socio -economic growth of the province, such as: Gia Binh Construction Investment Project Management Board (18.1%); Luc Ngan Construction Investment Project Management Board (20.2%); Bac Ninh Province Traffic and Agriculture Project Management Board No. 1 (32.6%); Chu Construction Investment Project Management Board (33.3%); Bac Ninh Province Civil and Urban Development Project Management Board No. 2 (33.7%)... Commune-level units with low disbursement rates are An Lac commune (17.1%), Hap Linh ward (28.6%)...

Faced with the above reality, the Chairman of the Provincial People's Committee requested: Agencies, units, localities, project management boards, and investors with low disbursement rates must directly organize serious reviews, clearly identify the collective and individual responsibilities involved. The review report clearly states the causes, responsibilities, measures and specific remedial roadmap (weekly) and must be sent to the Department of Finance before November 2, 2025.

Party committees and Party secretaries of communes and wards strengthen leadership and direction of investment capital disbursement, accelerate project progress, organize weekly meetings and count disbursement progress, identifying this as an important political task in the last months of 2025 of the locality, ensuring strict implementation of the direction of the Provincial Party Committee, People's Council and Provincial People's Committee on public investment capital disbursement this year.

The inter-sectoral working group promotes the disbursement of public investment capital plans and national target programs for 2025 in the province; directly guides and inspects agencies and localities with low disbursement rates, clearly identifies the causes, proposes solutions and reports to the Chairman of the Provincial People's Committee before November 4 this year.

The list of units and individuals violating and behind schedule as well as the handling measures will be made public on Bac Ninh Newspaper, Radio, Television, and the provincial electronic information portal to strengthen social supervision. Units that complete well and exceed the schedule will be commended and rewarded promptly.

The Department of Home Affairs coordinates with the Department of Finance to synthesize the disbursement results of each unit, advise on including them in the criteria for evaluating and classifying the level of task completion, emulation, and rewards in 2025 of the heads, collectives, and related individuals...
