The announcement stated that at the meeting on October 31, after listening to the Central Party Office's report summarizing the situation and response and recovery work of storm No. 12, the Politburo and Secretariat shared their condolences for the damage and loss of the Party Committee, government and people of the localities affected by storm No. 12 and the rain and floods.

At the same time, acknowledge and commend the efforts of Party committees, Party organizations, local authorities, military forces, police, medical forces, youth volunteers, rescue forces, the Fatherland Front and unions, social organizations, businesses and people in preventing, combating and overcoming the consequences of natural disasters caused by storms and floods.

Party, State and Government leaders have promptly grasped the situation, directed disaster response solutions and are regularly present in localities that have suffered heavy damage.

The Politburo requested agencies, units, Party committees and local authorities to urgently direct the timely overcoming of consequences caused by rain and floods, especially the work of supporting people in areas still heavily flooded and mountainous areas isolated by landslides.

Quickly stabilize the situation, restore essential civil works so that people can return to normal life; ensure safe temporary accommodation, clean water, food, medicine, and special care for the elderly, children, pregnant women, and vulnerable groups; ensure sanitary and safe conditions in schools and classrooms so that students can return to school and continue studying as soon as the flood recedes.

Authorities have organized a review and assessment of recent work on forecasting and preventing natural disasters, and proposed fundamental plans to prevent storms and floods and response scenarios for natural disasters that may occur in the near future.

The announcement said that according to reports from the provinces and cities in the Central region affected by the recent historic storm, it caused heavy damage to people and property: 10 people died, 12 people went missing, 22 people were injured; 51 houses collapsed and were swept away; 122 houses were damaged; 128,024 houses were flooded; 4,376 hectares of rice and crops were flooded and damaged; 657 hectares of fruit trees were damaged; 16,342 livestock and poultry died and were swept away; road traffic in localities and railways on the North-South axis were cut off in many places.
