According to General Phan Van Giang, the world is in a period of epochal change. Armed conflicts, tensions at hotspots, and non-traditional security challenges such as climate change, natural disasters, terrorism, transnational crime, cyber security, and the risk of artificial intelligence abuse are borderless challenges that directly affect the lives of people in all countries. In that context, ADMM+ needs to make greater efforts and unite to respond more effectively to existing issues and emerging challenges.
The Vietnamese Minister of National Defense said that countries need to continue strengthening strategic trust, which is the foundation for all cooperation activities; promote open dialogue, respect international law, independence, sovereignty and each other's legitimate interests.
In addition, strengthening solidarity between ASEAN and its partners and promoting ASEAN's central role. A united, self-reliant and proactive ASEAN is the core for the success of ADMM+.
Based on trust and solidarity, enhance substantive defense cooperation, focusing on priority areas and emerging challenges. It is necessary to continue to effectively promote existing expert groups, and at the same time research cooperation in new areas of cybersecurity, digital transformation, and artificial intelligence governance in the military-defense field, ensuring that these technologies are used responsibly.
