O Cho Dua Ward determined to remove obstacles in site clearance for Ring Road 1 Project

HNP - The O Cho Dua Ward Government is focusing on mobilizing, propagating, continuing dialogue and enforcing according to regulations to speed up the implementation progress of the Ring Road 1 Project (Hoang Cau - Voi Phuc section).

The Ring Road 1 construction project (Hoang Cau - Voi Phuc section) is over 2.2km long, 50m wide and has a total investment of over 7,200 billion VND from the Hanoi city budget. This is a key project of Hanoi, approved since December 2017, but so far it has been behind schedule due to difficulties in site clearance.

According to the report of the Investment - Infrastructure Project Management Board of O Cho Dua Ward, the total number of compensation, support and resettlement plans is 591, of which 591 plans have been approved. Up to this point, the ward has handed over 336 plans, reaching 56.8% of the volume, an increase of 160 plans compared to the time of transferring the two-level government model from July 1, 2025.

Regarding resettlement arrangements, a decision was made to sell 292 apartments to 213 households in two areas: 30T1, 30T2 Nam Trung Yen (153 apartments) and CT2, CT3 X2 Dai Kim (139 apartments). Along with that, the Ward People's Committee issued a decision to enforce land recovery for 146 households (divided into two phases). At the same time, it stepped up mobilization and persuasion for people to hand over the land.

During the two campaigns, 69/146 households handed over the land, 45 households committed to implementing and only 32 households did not agree. The Ward People's Committee coordinated with functional forces (police, electricity, water supply units) to prepare plans to ensure safety, security, order, and fire prevention during the enforcement process.

The ward is also preparing for the third phase, planning to mobilize 178 households, including 45 households at the kiosk in lane 217 La Thanh and 133 households that are having problems with inheritance declaration or incomplete legal documents.

In parallel with the enforcement, O Cho Dua Ward continues to dialogue to resolve problems. Recently, on October 29, the Ward People's Committee held a direct dialogue conference with 32 households subject to land clearance for the Ring Road 1 project.

At the conference, people raised many opinions related to resettlement policies, purchasing social housing, as well as temporary housing plans during the relocation period. Representatives of the ward's professional agencies directly answered and clarified each content according to their authority and accepted legitimate feedback.

Chairman of the People's Committee of O Cho Dua Ward, Le Tuan Dinh, said that ensuring the legal and legitimate rights of the people must be placed in parallel with the goal of speeding up the site clearance progress to serve the city's key projects. At the same time, he requested relevant units to urgently deploy tasks and coordinate closely to remove each obstacle.

The Ward People's Committee will review all the records of 32 households to report to the Department of Construction, clearly identifying the subjects eligible to buy resettlement houses. At the same time, it is requested that the City Civil Construction Investment Project Management Board work directly with the households to agree on a temporary residence plan, ensuring a stable life.

The ward police were assigned to preside over the review of the population and household registration status of all 32 households to ensure accurate information and avoid duplication. The Infrastructure Investment Project Management Board coordinated with departments to review the origin of land use, classify petitions, determine the authority to resolve, and advise on definitive responses in accordance with regulations.

With the spirit of consensus, sharing and high responsibility, the households expressed their trust in the attention and close direction of the local government and hoped that the authorities would soon complete the procedures to ensure the legitimate rights of the people. Thereby, creating the most favorable conditions for the Ring Road 1 project (Hoang Cau - Voi Phuc section) to be implemented on schedule, making an important contribution to the completion of urban traffic infrastructure, serving the overall development of Hanoi Capital. After the dialogue, out of 32 households subject to enforcement, 9 households agreed to hand over the demolished site and 7 households asked for temporary residence to carry out the demolition.

It can be seen that the site clearance work for Ring Road 1 (Hoang Cau - Voi Phuc section) is entering the decisive stage. With the strong direction of the O Cho Dua ward government and the consensus of the people, the project is expected to be accelerated, contributing to the completion of traffic infrastructure, promoting the development of a modern and civilized urban area for the capital Hanoi.
