Faced with the complicated developments of storm No. 13 (Kalmaegi), armed forces units of Dak Lak province are resolutely developing response plans with the highest readiness in terms of forces and mobile vehicles when situations arise, in order to minimize damage caused by natural disasters.

Coordinate forces to respond to storms and floods

Colonel Nie Ta, member of the Provincial Party Committee Standing Committee, Commander of the Dak Lak Provincial Military Command , said that according to the forecast of hydrometeorological stations, storm No. 13 has a strong intensity of over level 12, a complex movement direction and the ability to directly affect the Central Central region, including Dak Lak province, especially the eastern direction of the province.

Faced with that situation, the Provincial Military Command consulted the Dak Lak Provincial Civil Defense Command on the afternoon of November 3, 2025; coordinated with the Provincial Police, military units stationed in the area and outside the area to be ready to mobilize forces, means, and specialized equipment to promptly handle the situation.

Develop specific plans and strategies for agencies and units to maintain strict combat readiness, prevent natural disasters, and conduct search and rescue. Focus on tasks of firmly grasping the storm's developments; organizing forces to closely monitor the base, review vulnerable areas, areas at risk of landslides, areas with frequent flash floods, inundation; especially in the eastern part of the province.

Direct the Defense Command of Area 1-Song Cau, Area 6-Tuy Hoa, Regiment 888 and the Provincial Border Guard Command to proactively coordinate with local authorities, Military Commands of communes, wards, departments, organizations to survey, grasp the situation and develop specific plans in areas at risk of direct impact such as Binh Kien ward, Tuy Hoa, Phu Yen , Hoa Hiep, Song Cau and Hoa Xuan commune. Focus on reviewing the systems of dams, dikes, bridges, ... flood situation of Hydropower Plants in the area; notify owners of ships and boats operating at sea to grasp the storm's developments and proactively seek safe shelters .

The Provincial Military Command has also deployed plans to organize forces ready to participate in reinforcing houses and warehouses, cutting and trimming trees; evacuating households from dangerous areas before storm No. 13 makes landfall, and directly participating in search and rescue when ordered.

With the spirit of "proactive - urgent - safe - effective", on November 4, the Provincial Military Command directly inspected the mobilization of forces, means and equipment for flood prevention at Regiment 584 and agencies and units; at the same time, directed agencies and units to carefully prepare the best work aspects for the task of flood prevention and overcoming.

Currently, agencies and units are actively monitoring the situation, maintaining strict command, on-duty, and combat duty. With the motto "4 on-site", ready to mobilize forces and means to respond to emergency situations of incidents, natural disasters and search and rescue to minimize damage to people and property. At the same time, implementing measures to ensure food and food reserves, maintaining smooth communication in all situations to effectively respond to storm No. 13...

Ready to welcome people to take shelter from the storm

On November 4, the Command Committee for Civil Defense, Natural Disaster Prevention, Search and Rescue of the Border Guard of Dak Lak province held a conference to deploy response work to storm No. 13, to ensure absolute safety of people and vehicles as well as support people in the area.

At the conference, the Provincial Border Guard's Civil Defense, Disaster Prevention, Search and Rescue Command assessed the situation and agreed on leadership and direction measures to proactively respond to the storm.

Accordingly, at the Provincial Border Guard Command, two standing platoons were established to be ready to respond to storms when they occur, fully prepare forces, means and materials according to regulations, and ensure a smooth communication system. Proactively advise the Provincial People's Committee to issue a sea ban when the storm hits the area, strive to avoid human casualties and minimize property damage to the unit and people in the area.

At the coastal units, the Provincial Border Guard Command for Civil Defense, Disaster Prevention and Control, Search and Rescue has directed units to maintain 100% of their personnel on duty as prescribed, ensuring adequate forces, means, and materials, ready to perform tasks when situations arise, proactively responding to storms according to the 4-on-the-spot principle; regularly monitoring and grasping the direction of the storm's movement, notifying ship and boat owners and workers at sea to avoid the storm's dangerous areas to safe shelters. Reviewing and grasping vulnerable areas at risk of high tides, flooding, flash floods, landslides, and tornadoes; promptly advising local authorities and forces to organize reinforcement, bracing, and having plans to ensure the safety of people in areas at risk of storms and post-storm circulation.

Grasp the number of ships, boats at sea, cages and rafts for aquaculture; guide arrangements to ensure absolute safety, do not allow fishing boats to go to sea and the number of workers on cages and rafts for aquaculture when storms hit the area.

In addition, direct units to firmly grasp the system of border lines, landmarks, lakes and dams in the area that are at risk of being unsafe due to the impact of storms. Do a good job of securing houses and warehouses, trimming trees, ensuring smooth communication, and being ready to support rescue and handle emergency situations.

Organize mobile propaganda throughout the area so that people can grasp information about the storm situation, thereby taking timely preventive measures to proactively protect people's lives and property. With the drastic direction of the Provincial Party Committee and the Provincial People's Committee and the participation and proactive implementation of plans to respond to storm No. 13 by all levels, branches, agencies, units and localities in the province with the highest determination to minimize the damage caused by this strong storm.
