Lam Dong removes obstacles in settlement of health insurance examination and treatment costs

On the afternoon of November 4, Lam Dong Provincial People's Committee worked with the Department of Health and related units to prepare working content with central ministries and branches to remove difficulties and obstacles in settling medical examination and treatment costs under health insurance (HI).

Mr. Dinh Van Tuan, Vice Chairman of the Provincial People's Committee chaired the meeting. Attending were leaders of the Provincial People's Council's Culture and Social Affairs Committee; representatives of the Departments of Health, Finance, Home Affairs; Provincial Social Insurance, Provincial People's Committee Office and leaders of hospitals, regional medical centers and specialized departments under the Department of Health.

According to the report of the Department of Health , up to now, in the province, there are still more than 156 billion VND of health insurance examination and treatment costs that have not been paid from 2018 to 2024. Of which, more than 13.6 billion VND is the remaining 20% ​​from the period 2018 - 2020; more than 13.4 billion VND belongs to 2023; and nearly 129 billion VND belongs to 2024. The delay in settlement directly affects the operation of hospitals, especially in payment for medicine, medical supplies, salaries and allowances for medical staff.

At the meeting, the Provincial People's Council's Culture and Social Affairs Committee requested the Provincial People's Committee to send a document requesting the Ministry of Health, the Ministry of Finance and the Vietnam Social Security to consider and promptly resolve the above-mentioned backlog, in order to ensure stable operations for public medical examination and treatment facilities.

Representatives of the Department of Health also clarified the objective and subjective causes, and proposed solutions, focusing on completing payment records, strengthening coordination between medical units and social insurance agencies, and measures to maintain operations during the period of waiting for funding.

Also at the meeting, hospitals and units under the Department of Health reported and clarified the contents raised by the Supervisory Delegation, analyzed objective and subjective causes; and proposed solutions and recommendations to remove difficulties and obstacles.

Representatives of the Departments of Home Affairs, Finance and Social Insurance of the province also gave opinions and proposed many solutions to remove difficulties and obstacles of the health sector, and at the same time support the effective implementation of activities in the coming time.

Speaking at the direction, Vice Chairman of Lam Dong Provincial People's Committee Dinh Van Tuan emphasized that the amount of more than 156 billion VND that has not been paid is a large backlog, directly affecting the operational efficiency of the provincial health sector.

Comrade Dinh Van Tuan requested medical units to carefully review records and procedures for health insurance settlement in accordance with the instructions of the Ministry of Health and Vietnam Social Security; at the same time, requested the provincial Social Security to establish a working group to support and coordinate early and remotely with hospitals to remove difficulties and prevent new problems from arising.

From the results of the working session, Lam Dong Provincial People's Committee will clearly define the responsibilities of each department, branch and unit in implementation, and at the same time advise and make recommendations to competent authorities and central ministries and branches to promptly resolve difficulties, ensure the rights of health insurance participants and stabilize the operations of medical facilities in the area.
