Bridge bringing policy closer to workers

In response to the Law Day of the Socialist Republic of Vietnam in 2025, the Provincial Social Insurance (SSI) has successfully organized a Policy and Law Consultation Point on Social Insurance, Unemployment Insurance (UI), and Health Insurance (HI). The event is an important bridge, providing an opportunity for direct dialogue and dissemination of the latest legal regulations to the people, employees and employers in the area.

At the Provincial Employment Service Center, provincial Social Insurance officers disseminated and consulted on new points of the Law on Social Insurance and the Law on Health Insurance, amended in 2024, effective from July 1, 2025; disseminated sanctions for evasion, late payment, and appropriation of social insurance and health insurance money by enterprises and employers; guided the rights and obligations of employees and employers in implementing social insurance, unemployment insurance, and health insurance policies; disseminated prevention and handling of acts of impersonating social insurance officers and taking advantage of social networks to defraud people. At the same time, they answered questions about social insurance, unemployment insurance, and health insurance policies and laws; and provided instructions on installing and using the VssID application - Social Insurance Number.

Present at the Provincial Employment Service Center to complete procedures to receive unemployment insurance benefits, Ms. H Dian Mlo (Tan Lap ward) was supported by the Provincial Social Insurance staff to install and instruct on how to use the VssID application on her phone to look up information, policies and time participating in social insurance during her years working as a worker.

Provincial Social Insurance officers advise employees on social insurance, unemployment insurance, and health insurance policies and laws.

Ms. H Dian shared: “In 2021, I worked as a worker in Ho Chi Minh City, then due to the impact of the COVID-19 pandemic, I quit my job and returned to my hometown. In 2024, I applied to work as a worker for a company in Dak Lak. During that process, I did not install the VssID application to look up and track the insurance payment process. Now, with the advice and installation instructions from the provincial Social Insurance officer, I find it very convenient and easy to use. From now on, I can track my social insurance participation process if I continue to work and first of all, receive unemployment insurance benefits.”

Along with the provincial Social Insurance, propaganda activities on social insurance, unemployment insurance and health insurance regimes and policies are also deployed synchronously and uniformly throughout the provincial Social Insurance system with many contents, forms and methods suitable to the actual situation in each locality, contributing to widely spreading the goal of social insurance and health insurance as the pillar of the social security system.

For Ms. Nguyen Thi Trinh (Buon Ma Thuot ward), after having her concerns about changing the place to receive unemployment insurance benefits answered, the provincial Social Insurance officer informed her about the benefits of participating in social insurance in the long term; especially the policies and regimes when she reaches the age to receive retirement benefits. Accordingly, she changed her mind about withdrawing social insurance at once after the end of the period of receiving unemployment insurance, but will continue to reserve it to wait to find a new job and continue participating in the social security system.

In just one day, many people and workers from communes and wards had their questions and concerns related to social insurance policies that they, their family members, friends and colleagues were facing answered.

In reality, the understanding of a part of the people in general, employees and employers in particular about the role and significance of social insurance and health insurance policies as well as the responsibilities, obligations and rights of organizations and individuals in complying with policies and laws on social insurance, health insurance and unemployment insurance is still inadequate. Therefore, the program is an opportunity to learn, exchange and resolve problems. From there, spread the content of social insurance and health insurance policies in life, help many people remove problems, increase confidence and voluntary participation in the social security system.

According to Deputy Director of the Provincial Social Insurance, Dam Thi Thanh Que, the organization of consultation points as well as propaganda activities in response to the Law Day is an activity demonstrating the initiative of the Social Insurance agency in implementing and bringing social security policies and laws into life; helping people, employees, and employers clearly and fully understand the viewpoints and policies of the Party and State on policies and laws on social insurance, unemployment insurance, and health insurance in order to create unity and consensus for the implementation of legal regulations on social insurance, unemployment insurance, and health insurance in the province in 2025. In addition, it enhances the role and responsibility of employers, employees, people, organizations, units, individuals, etc. in participating in and enjoying social insurance, unemployment insurance, and health insurance regimes and policies. This activity is also an opportunity for the Provincial Social Insurance to promptly grasp difficulties and recommendations from the grassroots level for appropriate adjustments.
