
I highly appreciate the comprehensiveness and depth of thought of the Draft Document of the 14th Party Congress. The document not only continues the spirit of “culture is the spiritual foundation of society” but also strongly affirms that Vietnamese culture and people are endogenous resources and driving forces for sustainable development of the country.
The new highlight of the Document is the mindset of “strongly and comprehensively developing Vietnamese culture and people”, surpassing the previous approach which tended towards “caring for and developing culture”. The Party has put forward a system of fundamental values - a system of national values, a system of cultural values, a system of family values and standards for Vietnamese people, as a guideline for the development strategy.
This is an important theoretical breakthrough, creating a basis for effectively implementing cultural policies in practice. In particular, the Draft clearly demonstrates comprehensiveness when identifying new tasks associated with building Vietnamese people in the new era: ethics, lifestyle, political culture, professional culture, business culture, creative startup culture, etc. At the same time, it focuses on developing culture from the grassroots, taking care of family, school, and community culture; promoting the spirit of mutual love, solidarity, and affection - the core values of the nation.
From the perspective of a folk culture practitioner, I think it is necessary to emphasize more clearly the special role of folk culture in the system of national cultural values. For Hai Phong, folk culture holds an even more important position. These values are the core of Hai Phong people's identity - generous, kind, full of affection and resilient in the face of storms.
I recommend that, along with the general orientation of the Party, there should be more specific and feasible policies to preserve and promote folk culture: First of all, a regime of treatment and honor for folk artists - those who are holding the "living treasure" of Vietnam's cultural heritage. Ensure conditions for collection, research, and teaching, especially for the younger generation; have a mechanism for ordering, supporting publishing, digitization, creating performance spaces, and living museums of folk culture. Link the preservation of folk culture with the development of cultural tourism, school education , and building grassroots cultural life, so that culture is not just a "memory" but a vitality today.
