More flexible, comprehensive and humane social development management policies

Recently, the collection of opinions from cadres, party members, and people of all walks of life on draft documents to be submitted to the 14th National Congress of the Party has been carried out seriously and scientifically by Ninh Binh province.

Promoting the role of Vietnamese culture

Through following the full text of the draft documents submitted to the 14th National Congress of the Party which were widely published, especially the contents assessing the implementation of the Resolution of the 13th National Congress of the Party, Mr. Nguyen Van Cuong, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nam Hoa Lu Ward, Ninh Binh Province, highly appreciated the Party's leadership in successfully implementing the socio -economic development targets. The comprehensive development achievements demonstrate the Party's wise leadership, the responsible participation and solidarity of cadres, party members and people of all walks of life. In particular, building and strongly and comprehensively developing Vietnamese culture is a key factor, arousing the spirit of patriotism, self-reliance, self-confidence, self-reliance and the aspiration to build a rich, civilized, prosperous and happy country.

Mr. Nguyen Van Cuong said that the Party and the State have had many policies on the preservation and promotion of local cultural and historical values ​​associated with the promotion of indigenous cultural values. In the locality, in parallel with the preservation and promotion of human cultural values, the locality has exploited cultural advantages associated with tourism development very well. For example, in Nam Hoa Lu ward, in addition to attracting investment projects for tourism in the ward, associated with "brand" locations of Ninh Binh tourism such as: Tam Coc - Bich Dong, Thach Bich - Thung Nang, Thung Nham eco-tourism area... or long-standing craft villages such as: Ninh Van fine art stone, Ninh Hai embroidery..., the locality also organizes training courses to open Cheo singing and Van singing classes; establishes cultural and artistic clubs to serve at tourist destinations; organizes Van singing and Cheo singing to serve tourists and during festivals.

These factors not only promote the role of the local culture and people, but also contribute to the preservation and promotion of indigenous cultural values, creating jobs and stable income for the people. The Chairman of the People's Committee of Nam Hoa Lu Ward assessed: "The institutions, policies and investment resources for cultural development are strengthened" stated in the draft document, which correctly and closely reflects the reality of preserving and promoting the cultural foundation in each locality. The strong and comprehensive development of Vietnamese culture; the construction, implementation and promotion of the national value system, the cultural value system, the family value system and the standards of Vietnamese people demonstrate the inheritance and promotion of Vietnamese cultural values ​​and people over thousands of years, and is the crystallization of the national historical tradition throughout the process of building and defending the country.

Mr. Nguyen Van Cuong hopes that the cultural traditions of the Vietnamese people will continue to be cultivated, deepening the passionate patriotism, promoting the spirit of solidarity and unanimity of the entire nation to reach new achievements in the new era, the era of national growth.

To make breakthroughs in the coming time, especially to strongly promote the value of Vietnamese culture, the Party and State need to continue to have timely policies, mobilize the strength of the entire nation, make the most of domestic resources to build an advanced culture imbued with national identity; need to have policies appropriate to each stage of the country's development, taking culture as both a driving force and a lever for socio-economic development.

Mr. Pham Quoc Hoan said that in the locality, policies on hunger eradication and poverty reduction, education, health care, social insurance, and support for the disadvantaged have brought about many positive changes, but there are still some shortcomings that need to be adjusted; although people's lives have improved, the income gap between population groups, between rural and urban areas is still significant; some new social issues have arisen such as unemployment after economic restructuring, labor migration, social evils, climate change affecting livelihoods... requiring more flexible, comprehensive, and humane social development management policies.

From the grassroots practice, Mr. Pham Quoc Hoan suggested that the Central Government continue to strengthen decentralization and delegation of power to localities in implementing social policies, while ensuring adequate resources; there should be specific policies for rural areas and disadvantaged areas in sustainable social development; continue to invest in basic social security infrastructure such as primary health care, education, housing, clean water, information associated with rural digital transformation; pay attention to training and fostering a team of cadres doing social work and managing social development at the grassroots level to meet new requirements.

With a spirit of openness, democracy and high responsibility, collecting public opinions on the documents of the 14th National Congress will help the Party perfect its guidelines and policies in accordance with people's aspirations, contributing to building a society of sustainable development, fairness, humanity and safety, in which all people are guaranteed the right to development and human security.
