
The plan aims to implement Decree No. 208/2025/ND-CP dated July 17, 2025 of the Government regulating the authority, order, procedures for establishing, appraising, and approving plans and projects for preserving, renovating, and restoring historical-cultural relics, scenic spots, and public museums. The content of the Plan emphasizes the need to strengthen propaganda and widely disseminate the content of the Decree to every level and every sector, especially the staff working in grassroots cultural work, investors of construction and restoration projects of relics, in order to unify awareness and strictly implement the new regulations. This is considered a key solution to end the situation of lax management, restoration of incorrect procedures, and distortion of relics, which has caused public outrage.
The Lao Cai Department of Culture, Sports and Tourism is assigned as the presiding agency, fully responsible for guiding, urging, inspecting and summarizing the implementation results. Along with that, other departments and branches are assigned specific tasks, ensuring consistency and connectivity in the implementation of Decree No. 208/2025/ND-CP.
The People's Committees of communes and wards are identified as the direct implementing level, playing an important role in on-site management, inspection, supervision, preventing violations and ensuring community consensus. Localities must organize public and transparent content of relic restoration projects before implementation, so that people know and participate in giving opinions, thereby creating unity and mobilizing social resources in heritage conservation.
The plan also sets out the task of building a digital database of relics, archaeological sites, protection boundaries and related projects, integrated on the geographic information system (GIS) platform. This helps increase transparency and convenience in managing, searching, appraising and licensing heritage-related projects, while contributing to the digital transformation process of the cultural sector of Lao Cai province.
Accordingly, all data on historical relics, scenic spots, and archaeological heritage of Lao Cai province will be standardized, periodically updated, connected to the national database, serving synchronous management and information sharing between sectors: culture, construction, resources, environment, tourism . This is a breakthrough solution, helping to shift from traditional management to digital management - both improving efficiency and minimizing errors in the process of implementing projects in relic areas.
The Provincial People's Committee requested the Department of Culture, Sports and Tourism of Lao Cai to preside over the inspection of the implementation of Decree 208/2025/ND-CP and its guiding documents, especially at relic restoration projects. At the same time, the Provincial Vietnam Fatherland Front Committee and socio-political organizations were assigned to participate in monitoring and social criticism of policies and legal documents related to cultural heritage, promptly detecting and preventing acts of profiteering and violations of conservation regulations.
The plan also emphasizes the role of the community, those who live directly in the heritage space, in monitoring, protecting and promoting the value of the relic. The participation of the people not only helps improve management efficiency, but also nurtures love and pride for the homeland heritage, creating a solid foundation for sustainable conservation.
With the participation of the entire political system, the consensus of the people, and the close direction of the Provincial People's Committee, the work of preserving, embellishing and promoting the cultural heritage values of Lao Cai will enter a new, systematic, modern and sustainable phase, contributing to building the image of a Lao Cai rich in tradition, imbued with identity, developing harmoniously between cultural preservation and socio-economic development.
