Along with the implementation of the two-level government model, grassroots information and foreign affairs work in Thanh Hoa has recently seen many positive changes. Propaganda has been promoted to promptly disseminate new policies and guidelines, create consensus among the people and orient public opinion.

The grassroots broadcasting system in Thanh Hoa is gradually being modernized, improving the effectiveness of propaganda in the community.

Implementing the Government 's direction on managing grassroots information and foreign information, the Department of Culture, Sports and Tourism has advised the Provincial People's Committee to issue many implementation documents; at the same time, guiding localities to change and set up new Zalo OA pages to improve the ability to interact and disseminate official information to the people.

All 166 communes and wards in the province currently maintain a regularly operating radio broadcasting system; of which, more than 17% of units have converted to broadcasting using information and telecommunications technology, with more than 2,200 smart radio broadcasting clusters put into operation, significantly enhancing the effectiveness of information dissemination to the community.

At the same time, 100% of communes and wards have operated electronic information pages, ensuring full and transparent updates on administrative management and reform issues as well as information that people are interested in.

At the time of reporting, 121/166 communes and wards had registered to set up or change Zalo OA accounts according to the new instructions.

Foreign information activities are enhanced through multi-platform press and media, contributing to promoting the cultural image, people and tourism potential of Thanh Hoa, attracting the attention of domestic and international friends.

Cultural and tourism events taking place regularly in many localities have created a widespread influence, consolidating Thanh Hoa's position on the Vietnamese tourism map.

In particular, the Foreign Information Cluster at Na Meo international border gate continues to promote its effectiveness, becoming an important propaganda channel on border defense and security and Vietnam - Laos friendship cooperation, attracting the attention of people and tourists when coming to the border gate area.

Training and development work is focused on with more than 3,000 staff trained in the period 2021 - 2025. Equipping skills in applying technology, handling media crises and producing modern content has helped the grassroots team be more proactive in meeting task requirements.

However, the implementation process still has limitations such as unsynchronized technology infrastructure, limited investment resources in remote areas; a number of staff lack technological skills, information content is sometimes not really attractive and not updated promptly.

Thanh Hoa recommends that ministries and branches soon issue new guidelines suitable for the two-level government model, and at the same time supplement royalty and remuneration policies for grassroots propaganda forces to create motivation and improve the quality of activities.

In the coming time, the province will continue to modernize the grassroots information system, diversify transmission methods, strengthen inspection, supervision and promote community participation. This is an important solution to ensure that all essential information reaches the people quickly, accurately and effectively.
