Network operators are scrambling to protect their information infrastructure from storm No. 13 Kalmaegi.

Faced with the complicated developments of storm No. 13 - Kalmaegi, network operators such as VinaPhone, Viettel, and MobiFone immediately activated full readiness for all situations.

According to the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on November 6, the center of storm No. 13 - Kalmaegi was about 120 km east of Quy Nhon ( Gia Lai ), maintaining intensity level 14, gust level 17, moving direction, speed slightly reduced to 25-30 km/h. The storm is expected to make landfall in Quang Ngai - Gia Lai from 7:00 p.m. to 8:00 p.m. on November 6, 2025, maximum level 12.

Faced with the complicated developments of storm No. 13 - Kalmaegi, network operators immediately activated full readiness status for all situations.

Mobilizing field broadcasting stations

Speaking to reporters from VietnamPlus Electronic Newspaper, when the storm entered the East Sea, VNPT directed its affiliated units in the Central Highlands region to urgently review the telecommunications network infrastructure, reinforce and brace telecommunications stations, and check the safety of inter-provincial fiber optic cables.

Units replenish fuel, generators, and spare materials at stations and telecommunication stations to be ready to respond to information in all situations. Technical forces are reinforced on-site at key points to ensure timely handling when incidents occur.

Up to now, VNPT provinces and cities in the areas affected by storm No. 13 have completed the work of reviewing, consolidating infrastructure and arranging backup materials at telecommunication stations and stations; adding small generators to network node stations, ensuring a stable power source for priority equipment.

Notably, VNPT has mobilized many modern equipment such as self-propelled mobile broadcasting vehicles, information containers, field broadcasting stations, along with 50 Inmarsat satellite phones and 31 VSAT-IP stations to the provinces in the affected area. At the same time, the satellite transmission system has also been activated, ensuring smooth information serving the direction and operation of disaster prevention work of authorities at all levels.

VNPT has thoroughly implemented the "4 on-site" spirit to all units in the storm area. Technical staff are deployed on duty 24/7 at key stations, and a mobile information response team has been established to ensure readiness to handle any arising situations.

On the morning of November 6, VNPT's mobile broadcasting vehicles and specialized information vehicles were deployed at locations in the East of Gia Lai province to serve the government's response to storm No. 13.

The North and the South join forces to fight the storm.

A representative of MobiFone Telecommunications Corporation also said that MobiFone's Disaster Prevention and Search and Rescue Command Committee has convened an online meeting with units in the Central region to assess risks, update the situation and adjust the handling scenario for each level. The network has assigned specific tasks to each department according to the "5 clear" principle and applied a 24/7 monitoring regime, while requiring the entire system to comply with the spirit of "4 on-site," "3 ready," "5 proactive."

In the technical infrastructure, the broadcasting station system, transmission lines, antenna poles and all level 1 and level 2 sites were checked early. Areas at risk of flooding were installed with equipment protection measures and backup power sources were added.

MobiFone also mobilized rescue forces across the network, mobilizing more than 200 technical teams with over 800 personnel on duty 24/7 at key points. At the same time, the Corporation increased 12 support teams from the Northern network and 15 teams from the Southern network, ready to expand the rescue range and restore information in affected areas.

Preparation of materials and equipment was also carried out synchronously, in which nearly 2,500 generators were provided to key stations and points at risk of prolonged power outages, ensuring continuous communication in extreme weather conditions.

Electrical systems, switching equipment, generators, batteries and UPS are inspected, maintained and ensured to be ready for operation. MobiFone also arranges on-site forces in each area, with hundreds of personnel ready to respond in the provinces.

In addition, MobiFone coordinates with authorities to send warning messages and instruct people on storm response skills in high-risk areas, contributing to raising public awareness and minimizing damage caused by natural disasters.

During the storm, MobiFone maintained continuous command, updated the situation in real time and coordinated online between the Corporation and local units.

In addition, MobiFone has prepared post-storm response plans: Technical staff are on duty at key locations, backup equipment is activated, and mobile vehicles are ready to go as soon as the weather permits. The overarching goal is to protect telecommunications infrastructure and maintain safe connections so that people, authorities and businesses can communicate smoothly during the post-disaster recovery period.

Responding at the highest level

Meanwhile, a Viettel representative said that the group has activated the entire response system at the highest level to ensure smooth information for command and rescue work in the face of the complicated developments of storm No. 13 in the Central and Central Highlands regions.

At the meeting on November 6, 2025 chaired by Deputy Prime Minister Tran Hong Ha, Deputy General Director of the Group Nguyen Dat said that Viettel has dispatched four forward command teams to Quang Ngai, Binh Dinh, Phu Yen and Khanh Hoa to directly operate on the spot, while the remaining areas are under the responsibility of Viettel Provincial Directors. More than 1,000 technical, electromechanical, transmission and information security staff have been reinforced, divided into 190 BTS teams, 50 electromechanical teams, 170 information security teams and 20 elite transmission teams, ready to mobilize and respond according to the areas in charge.

The preparation of materials and equipment was carried out synchronously on a large scale. Viettel added 397 mobile generators to the provinces from Quang Ngai to Khanh Hoa, ensuring 110% backup capacity for key stations. In addition, more than 1,600 batteries were transferred to more than 1,100 telecommunications stations to maintain stable operations during widespread power outages. 17 satellite phones, 48 ​​handheld walkie-talkies and 9 mobile broadcasting vehicles were distributed to key areas, of which Gia Lai and Binh Dinh were also reinforced with two transport drones to support the transportation of supplies and relief goods when roads were cut off.

Viettel's National Operation Center (NOC) system in 9 provinces is activated 24/7, updating real-time data, monitoring and coordinating quick response forces as soon as the storm makes landfall.

Previously, in an urgent meeting on November 4 in Gia Lai, Viettel leaders requested that all response plans must be completed before November 5. The backup power system was reinforced, and the generator installation location was proactively raised to ensure that the headquarters continued to operate continuously even when floodwaters rose.

Data on material warehouses and fuel storage points are updated on the Disaster Prevention software developed by Viettel, helping commanders to monitor and operate the whole system in real time. In addition, the Group deploys a Lego-style folding station model - mobile broadcasting stations that can be quickly assembled and easily transported in emergency conditions, serving information recovery in isolated areas.../.
