On the afternoon of November 6, when storm No. 13 (Galmaegi) was approaching the mainland and was forecast to make landfall in the South Central region in the evening of the same day, a working delegation of the Ministry of National Defense led by Senior Lieutenant General Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People's Army, arrived in Quang Ngai province to inspect and direct storm response work. Major General Hua Van Tuong, Deputy Commander of Military Region 5, accompanied the working delegation.

The delegation inspected the actual situation at My A Port (Tra Cau Ward), the former Headquarters of Pho Minh Commune People's Committee - the place where people were evacuated to avoid the storm (now in Duc Pho Ward), and the landslide site at Pho Vinh beach.
At the destinations, Senior Lieutenant General Pham Truong Son listened to situation reports, directly inspected plans to evacuate people, reinforce houses, ensure safety of warehouses, barracks and communication systems.

Appreciating the proactive, urgent and decisive spirit of local Party committees, authorities and armed forces, the Senior Lieutenant General emphasized: "This is a strong storm, moving quickly, with complicated developments, absolutely must not be subjective or negligent."
Senior Lieutenant General Pham Truong Son also requested that the forces strictly maintain the duty and combat duty regime; carefully review the "four on-site" plan, ensure smooth communication, and be ready to mobilize for rescue when situations arise.
Currently, the Quang Ngai Provincial Military Command has mobilized thousands of officers, soldiers, vehicles, rescue boats, information and logistics equipment on site; closely coordinated with the police and local authorities to evacuate people from dangerous areas, reinforce key projects, and protect the lives and property of the State and people.
All levels, sectors and people of the whole province are urgently taking action with the highest spirit. Military, police and militia forces are on duty 24/7, ready to respond and not be caught off guard when the storm hits.
The inspection and direct guidance of the Ministry of National Defense delegation demonstrated the close attention of the Central Military Commission, the Ministry of National Defense and Military Region 5 to the work of natural disaster prevention and control; contributing to consolidating trust and enhancing solidarity between the armed forces and local people, determined to ensure absolute safety of people, property and infrastructure when storm No. 13 makes landfall.
