To ensure people's safety, the People's Committee of Dak Lak province has issued a telegram prohibiting people in storm-affected areas from going out from 4:30 p.m. the same day until the storm passes.
According to records, in Tuy An Nam commune, dozens of households in the commune in the high tide area, directly affected by the storm, were evacuated by local authorities to Thanh Luong pagoda in the area.
Mr. Nguyen Thien Van, Vice Chairman of Dak Lak Provincial People's Committee, directly visited and encouraged people taking shelter from the storm at Thanh Luong Pagoda and gave support money to the pagoda's representatives to provide food for people during the storm.

Ms. Nguyen Thi Tot (Tuy An Nam commune) said that her house is located in the high tide area, directly affected by the storm. At noon on November 6, she was evacuated by the authorities to a pagoda to take shelter from the storm. "We are very scared and hope that the storm will not cause any damage," Ms. Tot worried.

In M'Dak commune (Dak Lak), Mr. Nguyen Duc Thao, Chairman of the Commune People's Committee, said that the locality is recording initial damage due to the impact of storm No. 13. Heavy rain and strong winds have caused the roofs of some classrooms of the secondary school and about 5 houses to be blown off, and many trees to fall.
Local authorities, police, militia and people are urgently making temporary repairs and supporting the evacuation of households to safety.

The Dak Lak Provincial Military Command mobilized 3,867 officers; 34 cars, 60 special vehicles, 34 canoes;... in 18 communes and wards in coastal and adjacent areas; in addition, it is ready to mobilize 3,240 officers, 35 cars, 11 special vehicles, 47 canoes in inland areas to support people in responding to the storm.

Currently, the whole province has 2,555 fishing boats with nearly 11,000 workers, most of whom have entered safe shelters, 12 transport ships are anchored in Xuan Dai and Vung Ro bays. More than 3,100 workers on 2,613 rafts and aquaculture cages have also been warned and instructed to ensure safety.
Water levels in rivers are generally still below alert level 1, with the Ba River being about 0.26m higher than alert level 1. Irrigation and hydroelectric reservoirs are operating stably and are being closely monitored for proactive regulation, ensuring safety of works and downstream areas.
