At each destination, Mr. Nguyen Khac Toan requested local authorities to concentrate and urgently evacuate people from dangerous areas, absolutely not allowing people to stay on rafts or areas at risk of landslides and deep flooding. In particular, people's safety is the top priority in all response plans.
At the same time, wards must prepare adequate motor vehicles and canoes to be ready to mobilize for rescue and support evacuation of people when the weather turns bad; at the same time, police, military , medical and rescue forces must coordinate closely to ensure smooth communication and timely response in case of emergency.
Currently, Khanh Hoa has 6,412 households with 24,883 people in the outlying communes and vulnerable areas that need to be evacuated. Along with that, 237 points are at risk of landslides, affecting 27,826 people. The Provincial People's Committee has directed localities to be ready to move people to safe shelters.

In addition, the province has 6,353 boats, of which 160 are still operating near the shore with 1,131 workers. All have been contacted and guided to safe shelters. Particularly, 3,782 aquaculture rafts with more than 134,000 cages and nearly 8,300 workers have completed evacuation to shore; local authorities are determined not to let people stay when the storm makes landfall.
In addition, nearly 20,000 hectares of rice and more than 57,800 hectares of crops have been instructed to harvest early according to the motto "green house is better than old field"; 368 large livestock farms have proactively reinforced barns, stocked food and disease prevention materials. Reservoirs in the area are operated safely, with a capacity of 528/752 million m3 (about 77%).
The provincial armed forces, including the Military Command, Border Guard, Police and Health Department with more than 1,000 officers and soldiers, have been deployed at key locations, ready to respond when situations arise.
“The forces at the grassroots level must be on duty 24/7, strictly blocking underground areas, overflowing areas, low-lying areas, not allowing people to pass through when the water level rises. All evacuation and rescue plans must be carefully prepared, absolutely not allowing human losses due to subjectivity and negligence,” the Chairman of Khanh Hoa Provincial People’s Committee emphasized.
