At each destination, Mr. Nguyen Khac Toan requested local authorities to focus intensely and urgently evacuate people from dangerous areas, absolutely ensuring that no one remains on rafts or in areas at risk of landslides or deep flooding. In particular, the safety of people's lives is the top priority in all response plans.

At the same time, the wards are preparing sufficient motorized vehicles and boats to be ready for rescue operations and to assist in relocating residents when the weather deteriorates; they are also requiring close coordination among police, military , medical, and rescue forces to ensure smooth communication and timely response in emergency situations.

Currently, Khanh Hoa province has 6,412 households with 24,883 people in coastal and vulnerable areas who need to be evacuated. In addition, there are 237 landslide-prone areas affecting 27,826 people. The Provincial People's Committee has directed local authorities to prepare to move residents to safe shelters.

In addition, the province has 6,353 boats and ships, of which 160 are still operating near the shore with 1,131 workers. All have been contacted and guided to safe shelters. Separately, 3,782 aquaculture rafts with over 134,000 cages and nearly 8,300 workers have been completely evacuated ashore; local authorities are determined not to leave people behind when the storm hits.

In addition, nearly 20,000 hectares of rice and over 57,800 hectares of other crops were harvested early following the principle of "better to harvest while still green than wait until it's overripe"; 368 large livestock farms proactively reinforced their barns and stockpiled feed and supplies for disease prevention. Reservoirs in the area were operated safely, with a capacity of 528/752 million cubic meters (approximately 77%).

The provincial armed forces, including the Military Command, Border Guard, Police, and Health Department, with more than 1,000 officers and soldiers, have been deployed at key locations, ready to respond to any emergency situation.

“Local forces must be on duty 24/7, setting up strict checkpoints in underground areas, flooded areas, and low-lying areas to prevent people from crossing when water levels rise. All evacuation and rescue plans must be thoroughly prepared, and absolutely no loss of life should occur due to negligence or carelessness,” the Chairman of the People's Committee of Khanh Hoa province emphasized.
