In recent times, fraudsters and criminals on the internet have shown signs of increasing, with increasingly sophisticated methods. In fact, at the grassroots level, the place closest to the people is becoming the first "spearhead", deciding the success or failure of crime prevention work.

With creativity and determination in implementing solutions, many wards and communes in Quang Ngai province have proactively built effective propaganda models, promoted the role of people, and closely coordinated with functional forces to protect the peace of cyberspace for people.

According to the records of Kon Tum Ward Police, Quang Ngai Province, a densely populated area, recently, the number of fraud and law violations on cyberspace has increased sharply, not only in quantity but also in sophistication and organization. For example, the form of "recruiting light jobs with high salaries" is actually a trap to lure victims to illegally leave the country and then be forced to work at fraud centers. This is considered an extremely dangerous form of fraud, because in addition to appropriating property, the subjects also turn the victims into the next criminal tool. Besides, there are other forms of fraud such as: Taking over social network accounts to trick people into borrowing money; fraud through online shopping with fake and counterfeit goods; online lending through black credit applications...

Lieutenant Colonel Duong Viet Trung, Chief of Kon Tum Ward Police, shared: The dangerous characteristic of high-tech crime is anonymity and borderlessness. The subjects may be in another province or country but can still easily appropriate the property of people living in other areas. Meanwhile, investigation and tracing tools such as verifying money flow, IP, bank accounts, etc. require the coordination of provincial professional units and the professional department of the Ministry of Public Security . According to Mr. Trung, the psychological factor of the victim is a major obstacle. "Many people who have been scammed are ashamed, or think they cannot get their money back, so they do not report, while these are very important sources of information to help the investigation agency grasp the new tricks and methods of operation of the subjects," Mr. Trung shared.

Faced with such complexity, the Kon Tum Ward Police force determined: Propaganda is the most effective "vaccine" to prevent high-tech crimes. Propaganda work has been innovated in thinking, diversified in form and has wide coverage. Specifically: The Facebook and Zalo pages of the Ward Police regularly post short, easy-to-understand warning articles with vivid images and videos to guide people in identifying scams. To suit the characteristics of villages, hamlets and wards, the local police force has been strengthened, "going to every alley, knocking on every door" to directly propagate to high-risk groups such as the elderly, parents of students, small businesses...

Mr. Pham Quang Minh in residential group 6, Kon Tum ward shared: Thanks to the propaganda of the ward police force, we have been more vigilant when using social networks. I have been cautious when receiving strange phone numbers, not clicking on links of unknown origin or scam calls to receive free gifts...

Notably, an effective model that is spreading positively is the coordination between the police and schools. Students are frequent internet users, have technology skills but lack social experience, so they are very vulnerable to fraud, if not equipped with knowledge. In reality, many fraud cases have been prevented in time thanks to this propaganda work. There are cases where people are doing the procedure of transferring money to scammers, but read the warning information on the Zalo group of the block, immediately cancel the transaction and report to the authorities...

Many students, after being informed at school, go home and tell their grandparents and parents about the story, which helps the information to be more effective and widespread. Experts share: To stop cybercrime from the root, it is necessary to have the participation of the people. The people are the first "shield" of prevention. When people have knowledge, recognize tricks, and know how to verify information, they will not become easy victims. When people dare to speak up, report promptly, even provide evidence, record, take screenshots of messages... it will help the authorities quickly reconstruct the fraud process and track down the subjects faster. Information shared by each person will bring about the most obvious communication effect.

In the coming time, the local police in Quang Ngai province will focus on major groups of solutions to prevent cybercrime such as: Innovating propaganda to make it easier to understand, easier to remember, and increase interaction. Consulting on building and perfecting the legal corridor and professional coordination mechanism between the police force and related units in preventing and fighting high-tech crimes in accordance with the current new organizational model.
