At Tam Quan beach, Hoai Nhon Bac ward (Gia Lai), at 3 p.m., heavy rain and strong winds also began. Strong winds knocked down a number of small electric poles and trees along the coast. This beach is expected to be directly affected by storm Kalmaegi (storm number 13).

Gia Lai takes the historical flood peak plus 0.5 - 1m to calculate people's evacuation.

November 6, 2025 15:02 GMT+7

That is the direction of Mr. Pham Anh Tuan - Chairman of Gia Lai Provincial People's Committee - to localities in this province this afternoon in the face of the risk of heavy rain caused by storm No. 13 (Kalmaegi).

In addition to dealing with the very strong storm winds, Mr. Tuan is concerned that many areas of Gia Lai province will be severely flooded by rain caused by the storm circulation. Therefore, he requested to increase the flood level to urgently calculate the evacuation of people because there is very little time left, and a big storm occurring at night cannot be handled in time.

Along with that, Mr. Tuan directed that for evacuation locations to avoid storms, if the house is solid but in a low-lying area, easily flooded by floodwaters or high tides, or where landslides are forecasted, then both the homeowner and the roommate must be resolutely evacuated to a safe place.

For areas that are easily cut off from roads in mountainous areas, Mr. Tuan requested that the amount of food and provisions to be provided to the people must be increased immediately because the time of cut off may be prolonged and supplies cannot be provided.

"We must proactively rely on reality to handle the situation, ensuring that there is no human loss in this extremely large storm" - Chairman of Gia Lai Provincial People's Committee suggested.

On November 6, during an inspection of key areas prone to high tides and landslides, Dak Lak provincial leaders requested localities to complete the evacuation of people to safety before 3 p.m. the same day. Many coastal areas, river mouths, and steep hills were identified as being at high risk of being directly affected when Typhoon Kalmaegi makes landfall.

Despite the government's continuous efforts to mobilize and propagate, some households still deliberately stay to guard their properties, brace cages and houses. According to Tuy An Nam Commune Police, about 30 households have not yet moved despite repeated efforts by the government. In response to the urgent situation of the storm, the mobile police force has been strengthened to support the locality in mobilizing and bringing people to safe shelters.

Colonel Le Van Hung - Deputy Commander, Chief of Staff of Dak Lak Provincial Military Command - said that through the situation, some coastal areas and rafts still have people staying. The Command has directed localities to coordinate in handling the situation and resolutely move people to safe shelters before the storm directly affects them.

In Xuan Dai ward, after hearing the report on the risk of landslides at the Xuan Dai Bay project and Xuan Long dumping area (Xuan Tho commune), Vice Chairman of Dak Lak Provincial People's Committee Dao My requested the Department of Construction to urgently coordinate with construction units to inspect the site and develop a remedial plan to avoid landslides into residential areas.

Mr. My also asked the local authorities to work with the investor of the Xuan Dai Bay project to comply with regulations and ensure the safety of the people. "For households in the risk area, we must urgently organize evacuation today to avoid unfortunate damage," he said.

The provincial government recommends that people absolutely do not stay on boats, watchtowers, rafts or coastal areas when the storm makes landfall; regularly monitor warning information, proactively reinforce houses, stock up on food, drinking water, medicine and strictly follow the instructions of the authorities.

To ensure the safety of households, Nha Trang ward leaders requested that officials in charge coordinate with the ward's Civil Defense Command, residential groups and local functional forces to actively propagate to people to absolutely not be subjective in storm prevention and control work, and support the evacuation of people to safe places as soon as ordered.

Mr. Tuan assessed that this was a very big storm, possibly exceeding predictions. He asked the wards and communes to report specifically and propose support forces before, during and after the storm.

"Everything is beyond imagination, so we must focus on protecting people's lives. We continue to check and focus on coastal areas, flooded areas, and landslide areas. We are determined not to let people stay on boats," Mr. Tuan emphasized to the units attending the meeting.

Mr. Tuan requested that not only the old Binh Dinh area but also the old Gia Lai area must be focused and not be subjective. Among the coastal areas, Mr. Tuan said that Phu My is very tense.

"We need to focus, there is still time from now until the afternoon. Because the storm will come at night, it may be stronger than forecast information, so we must do our best," Mr. Tuan requested. Concluding the meeting, Mr. Tuan requested the whole province to implement the order banning people from leaving their homes from 4 p.m., and vehicles from circulating on the roads from 5 p.m.

According to him, the storm is coming earlier than expected and the situation is extremely complicated. Similarly, Major General Le Quang Nhan - Director of Gia Lai Provincial Police proposed to coordinate with neighboring provinces to implement the above ban to avoid localized. Mr. Nhan also suggested contacting railway units to temporarily stop train operations during the storm.

At 2:20 p.m., Mr. Nguyen Truong Son, Director of the Gia Lai Province Department of Construction, said that the Gia Lai Provincial leaders had allowed the closure of the road through An Khe Pass. The closure of the road through An Khe Pass will begin at 5 p.m. on November 6 or earlier depending on the weather conditions and the Provincial Police will make a decision on this matter.

Prime Minister Pham Minh Chinh has just signed an official dispatch directing ministries, branches and localities to focus on implementing emergency measures to respond to storm Kalmaegi and floods caused by the storm.

According to the telegram, the storm is forecast to be very strong, moving very fast, with a wide range of strong winds and heavy rain (from Quang Tri to Khanh Hoa). When approaching the shore, it will still maintain strong storm winds of level 14-15, gusting to level 17.

On land from noon today, winds will gradually increase to level 6-7, then increase to level 10-12, gusting to level 14-15, on the mainland east of Quang Ngai and Gia Lai it may reach level 12-13, gusting to level 15-16, the storm will cause coastal waves from 3-8m high, combined with rising sea levels and high tides, very dangerous for ships at sea and at anchorages, especially aquaculture cages, low-lying residential areas, coastal works and activities.

The circulation of storm Kalmaegi can cause very heavy rain in the provinces from Quang Tri to Dak Lak, with heavy rain, common rainfall of 200-400mm, in some places over 600mm, Ha Tinh, Khanh Hoa and Lam Dong provinces also have heavy to very heavy rain, rainfall of 150-300mm, with a very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, riverside, urban areas, especially in places that have been hit by recent heavy rains.

Therefore, the Prime Minister requested ministers of ministries, branches and secretaries and chairmen of People's Committees of provinces and cities from Quang Tri to Khanh Hoa to continue to focus on leadership, direction, and proactively deploy within their authority measures to respond to storms and floods caused by storms at the highest level, with the most urgent spirit.

In particular, Da Nang, Quang Ngai, Gia Lai, and Dak Lak have postponed meetings and work that is not really necessary, mobilizing the entire local political system to participate, focusing on leadership, direction, implementation, and urging response to storms and floods caused by storms.

The Prime Minister requested provinces and cities to focus on guiding and supporting people in implementing necessary measures to ensure safety for boats when they return to shore and at anchorages.

Decide on controlling and restricting people and vehicles from participating in traffic during times directly affected by storms to limit incidents and ensure people's safety.

Direct, guide, inspect, urge and mobilize as much as possible the forces to support people in protecting their houses, trimming trees, reinforcing and protecting headquarters, warehouses, production, business and service establishments, public works, infrastructure works such as high towers for television, radio, telecommunications, power grids, advertising signs, etc.

At the same time, organize the complete evacuation and relocation of residents in dangerous and unsafe areas, especially in weak houses, low-lying residential areas, places at risk of coastal and riverside landslides, areas affected by big waves, flooding due to rising sea levels, heavy rains, and at risk of flash floods and landslides.

Absolutely do not let people stay on boats, rafts, or aquaculture huts when the storm directly affects them. In case of necessity, they must be resolutely enforced and completed before 3:00 p.m. this afternoon.

The Prime Minister also requested localities to proactively direct the lowering of water levels at reservoirs to prepare for floods, deploy necessary measures to ensure the safety of hydroelectric and irrigation dams, regulate scientific operations, avoid overlapping floods, contribute to reducing floods downstream, and avoid being passive and surprised.

Assign provincial leaders to be on duty at key areas to directly lead and direct the implementation of storm and flood response, rescue and relief work when bad situations occur.

Along with that, stock up on food, provisions, and necessities in residential areas that are prone to isolation due to floods and landslides. Food shortages must not occur when storms, floods, and landslides cause isolation.

On November 6, Ms. Cao Thi Hoa An - Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Dak Lak province - and the working delegation inspected the landslide situation of Bach Dang embankment, Tuy Hoa market (Tuy Hoa ward).

Accordingly, after a long time of use, Bach Dang embankment has degraded, being hit by waves causing many places to erode and create deep holes. However, until now, it has not been implemented. At the scene, the embankment has eroded for dozens of meters, many places have been hit by big waves due to the impact of storms, causing the eroded area to eat deep into the traffic road. Although the locality has a corrugated iron fence, the erosion is still expanding.

The Chairman of the People's Council of Dak Lak province directed the local authorities and relevant units to carry out reinforcement to avoid further landslides because the storm will cause waves and high tides. Do not allow vehicles to pass through, ensuring the safety of life and property of people living along the embankment. At the same time, the local authorities must report on the repair work at the upcoming meeting of voters of the People's Council.

The province proposed that the Central Government continue to allocate priority funding to repair and upgrade damaged works, especially large reservoirs, to ensure the safety of works and protect the lives and property of people in downstream areas during the flood season.

At Tuy Hoa market, the Chairman of the Dak Lak Provincial People's Council requested the Market Management Board to ensure the property of small traders, instruct them to place their goods on high places or move them to storage. At the same time, they must regularly check and have plans to prevent low-lying areas that are prone to flooding at Tuy Hoa market.

According to the National Center for Hydro-Meteorological Forecasting at 12:00 on November 7, the center of storm Kalmaegi was about 220km east-southeast of Quy Nhon (Gia Lai). The strongest wind near the center of the storm was level 15 (167-183km/h), gusting to level 17. It is forecasted that in the next 3 hours, the storm will move mainly westward at a speed of about 25km/h.

This afternoon, Mr. Mai Van Khiem, director of the National Center for Hydro-Meteorological Forecasting, said that storm Kalmaegi is likely to maintain its strongest intensity of level 15 in the next 4 to 6 hours.

When the western circulation of the storm collides with the mainland, the friction can reduce the storm's intensity by 1-2 levels. "Thus, when making landfall around this evening to tonight, the storm's winds on land are forecast to be around level 11-13, gusting to level 15-16. This is a very strong intensity.

Especially the dangerous areas from the east of Quang Ngai and Gia Lai provinces, north of Dak Lak can be subject to very strong winds, accompanied by very high waves in coastal areas and very heavy rain from this afternoon until tomorrow morning. This is an extremely high risk, flash floods, landslides in the mountainous areas west of these provinces" - Mr. Khiem added.

With the forecast that the storm will move faster and maintain its strong intensity when it makes landfall, the National Steering Committee for Civil Defense requested the provinces and cities of Da Nang, Quang Ngai, Gia Lai, Dak Lak, and Khanh Hoa to respond to the storm earlier and more decisively.

The western region of Quang Ngai, Gia Lai, and Dak Lak provinces (the former Central Highlands region) focuses on directing storm response measures, ensuring safety for people and infrastructure, and avoiding being passive or surprised.

On the morning of November 6, the People's Committee of Nam Nha Trang ward coordinated with functional forces to evacuate people in Thanh Dat and Thanh Phat residential groups to shelters before Kalmaegi made landfall.

On the small road leading up the mountainside, each house was locked and temporarily supported to ensure safety. The loudspeakers continuously blared, reminding people to leave the area at high risk of landslides.

Evacuated to a safe place by authorities , Mrs. Ngo Thi Ty (80 years old) still clearly remembers the landslide 7 years ago.

Mrs. Ty said that at that time her house collapsed and was swept away by the pile of rolling rocks and soil. Luckily, her family members had reached a safe shelter and were able to save their lives.

"I can't sleep when it rains heavily. Whenever I hear about a storm, I pack up and leave. That year, rocks and soil collapsed and destroyed my house, so this time I don't want to lose anything else," said Mrs. Ty.

Packing her belongings to evacuate her son, Ms. Nguyen Hoai Thuong (Thanh Phat residential group) said she had heard about the storm for several days so she was very scared. The local authorities had urged her to quickly pack her belongings to go to a safe shelter.

Ms. Thuong said that during the landslide in 2018, her husband was worried about the house so he did not evacuate and was swept away by rocks and soil from the mountain. Luckily, he was rescued in time.

"This year, my whole family evacuated, no one is home. Although we are afraid that landslides may affect our houses, life still comes first. I hope the storm will pass so that our people will suffer less," Ms. Thuong shared.

Currently, many residents in these two residential groups are still living in temporary houses, dilapidated houses located precariously on slopes and in locations with high risk of landslides every time there is prolonged heavy rain.

Mr. Nguyen Van Minh - Chairman of the People's Committee of Nam Nha Trang Ward - said that by 10:30 today, the locality had evacuated more than 200 households with more than 700 people in the above areas to safety before storm Kalmaegi made landfall. According to Mr. Minh, these are two densely populated residential areas with complex hilly terrain, located on the mountainside where a serious landslide occurred in 2018, killing many people, so they were given priority for early evacuation to ensure people's safety.

Authorities are trying to mobilize people to evacuate. By 3:00 p.m. this afternoon, 100% of the people living in this area must be evacuated.

In cases of slow movement to a safe point, the ward will take coercive measures to ensure that no one stays on the dangerous mountainside area.

According to Khanh Hoa Province Hydrometeorological Station, it is forecasted that from November 6 to 7, Khanh Hoa will have heavy to very heavy rain, with total rainfall in the northern part of the province reaching over 250mm/period in some places.

This leads to the risk of floods, inundation, flash floods and landslides that adversely affect the environment, threaten people's lives, cause local traffic congestion, and affect economic activities and people's lives.
