On the morning of November 7, continuing the program of the 10th session of the 15th National Assembly , Minister of Finance Nguyen Van Thang presented a summary report on adjusting the national master plan for the 2021-2030 period, with a vision to 2050.

According to the report, the target set by 2030 is to strive for an average GDP growth rate of over 8%/year in the 2021-2030 period, of which the 2026-2030 period will reach 10%/year or more; by 2030, GDP per capita at current prices will reach about 8,500 USD.

In the period 2031 - 2050, strive for a GDP growth rate of about 7 - 7.5%/year. GDP per capita at current prices by 2050 will reach about 38,000 USD.

Add 1 national dynamic zone

Regarding the orientation of socio -economic space development, the whole country is still divided into 6 regions, while supplementing and adjusting the orientation of regional development and regional linkage.

In particular, the northern midland and mountainous region strives for an average growth rate of gross regional domestic product (GRDP) of about 9-10%/year in the 2026-2030 period; complete the construction of the Lao Cai - Hanoi - Hai Phong railway; and construct the Lang Son - Hanoi railway...

Prioritize semiconductor chip industry, robots, AI

The draft resolution also adjusts the development orientation and spatial distribution of important economic sectors.

For industry, prioritize development and gradually master technology in a number of emerging industries such as semiconductor chip industry, robotics and automation industry, artificial intelligence (AI), advanced materials, materials for mechanical engineering industry, biological industry, etc.

With services, build Vietnam into the second largest e-commerce market in Southeast Asia. Strive to attract 45 - 50 million international tourists by 2030; total tourism revenue is about 13 - 14% of GDP.

Regarding the development orientation of social infrastructure sectors, the draft aims to elevate higher education institutions to truly become centers of research, innovation, and startups of the country and regions.

Develop 3-5 elite universities following the model of international-class research universities, training national talents; encourage planning and construction of high-tech urban areas - universities; prioritize modern investment in a number of high-quality colleges that meet international standards.

In addition, ensure that each region has at least one specialized hospital with high technical level; each province and city under the Central Government has a specialized hospital and a geriatric hospital or a general hospital with a geriatric department...

Clarifying the specific characteristics of 6 socio-economic regions

Presenting the review report, Chairman of the Economic and Financial Committee Phan Van Mai said that the review agency basically agreed to supplement and adjust the contents of the national master plan to suit the new context.

Regarding the zoning and development orientation of the 6 socio-economic regions, the Economic and Financial Committee stated that due to the arrangement of administrative units, the structure and scope of each region have large changes in the number of provincial-level administrative units, and the scale of area and population.

In which, the North Central region, the South Central Coast region and the Central Highlands are the two regions with big changes compared to before.

The review agency proposed to clarify how the new zoning plan will impact and influence the development orientation of each region; and assess the internal connectivity of each region.

At the same time, it is necessary to clarify the specificity, geographical location, tasks, and socio-economic conditions of each region in order to maximize potential and effectively exploit existing advantages; overcome the shortcomings and limitations of each region and link regions...
