Adjusting the National Master Plan: Focusing on developing strategic platform industries

Continuing the 10th Session, on the morning of November 7, the National Assembly listened to the presentation and verification report on adjusting the National Master Plan for the 2021-2030 period.

The Government 's submission stated that the adjustment of the National Master Plan for the 2021-2030 period is to align with the arrangement of administrative units at all levels, implement the two-level local government model; and strive to achieve the double-digit growth target in the 2026-2030 period and the following years.

At the same time, implementing major policies of the Party and State on breakthroughs in science and technology development, innovation and digital transformation, education and training; protecting, caring for and improving people's health; energy security...; responding to rapid and unpredictable changes in the international context.

Take development to maintain stability, stability to promote development

Regarding the main contents of the adjustment, Minister of Finance Nguyen Van Thang said that this adjustment adds some contents in the development perspective, especially proactively creating development breakthroughs, taking "development to maintain stability, stability to promote development", focusing on effectively exploiting new development space in the spirit of the Draft Political Report and Socio-Economic Report approved by the Central Conference.

Adjusting the GDP growth rate for the 2021-2030 period to reach 10% or more, the labor productivity growth rate to reach over 8.5%/year, by 2030 the average GDP per capita will reach about 8,500 USD, the human development index HDI will reach 0.78.

Regarding the orientation of socio-economic space development, focus on adjusting socio-economic zoning according to the plan approved by competent authorities, including 6 regions, of which two regions have fundamental changes compared to before: the North Central region including 5 provinces and cities (from Thanh Hoa province to Hue city) and the South Central Coast and Central Highlands region including 6 provinces and cities (from Da Nang city to Lam Dong province).

Adjust the economic growth targets of the regions, supplement the orientations on socio-economic development, infrastructure in accordance with potentials and advantages, strengthen regional connectivity. Expand the scope of the four national dynamic regions to neighboring areas with industrial and urban development and favorable transportation and connectivity, supplement the North Central dynamic region including coastal areas of the three provinces of Thanh Hoa, Nghe An, Ha Tinh.

Notably, this adjustment emphasizes the development orientation of emerging industries, modern service industries, and promotes the formation and development of free trade zones in national dynamic regions. At the same time, it adds the orientation of strengthening infrastructure connecting central urban areas in newly merged provinces and cities, associated with reasonable sharing of roles and functions; and the orientation of developing Ho Chi Minh City into a megacity following a multi-polar, multi-center model, reaching international standards.

Supplementing the orientation of strong development of e-commerce, real asset trading floors, and crypto assets

Regarding important economic sectors, the Minister of Finance said that he will add directions for rapid development of economic sectors to contribute to achieving the double-digit growth target. Focus on developing strategic platform industries, developing large-scale industrial clusters, modern industrial park models, adding directions for strong development of e-commerce, tourism, real asset trading floors, crypto assets, digital agriculture, high technology, and agricultural innovation centers.

Regarding the development of social and technical infrastructure, supplement the orientation to accelerate the construction of highways, railways, seaports, airports, energy infrastructure, and digital infrastructure to meet the requirements of high economic growth. Build and upgrade irrigation works, natural disaster prevention, to meet the requirements of responding to extreme natural disasters, and implement programs to prevent floods and landslides in the midlands and mountainous areas.

Regarding solutions and resources to implement the planning, the report clearly stated the addition of a number of solutions such as establishing a national single-window investment portal, increasing the attraction of indirect investment, building and implementing breakthrough mechanisms and policies, prioritizing resources for developing science and technology infrastructure, focusing on training high-quality human resources according to international standards, especially in key industries.

Clarifying the impact and influence of the new zoning plan

Presenting the review viewpoint, Chairman of the Economic and Financial Committee Phan Van Mai noted that for regions and localities with adjustments in administrative boundaries and new names, it is necessary to carefully review the planning content and names of regions and provinces to edit and unify, avoiding different styles, causing difficulties in concretizing the implementation of the resolution.

Regarding development perspectives, the Economic and Financial Committee proposed reviewing and perfecting the viewpoints and principles for adjusting the national master plan in the direction of promoting long-term stability of the plan, ensuring high predictability, solid scientific and practical basis, and avoiding term-based thinking or short-term local adjustments.

Regarding the adjustment of zoning and orientation of socio-economic development, the Economic and Financial Committee found that the basic number of socio-economic zoning remains the same at 6 regions. However, Chairman Phan Van Mai pointed out that the structure and scope of each region have changed significantly in terms of the number of provincial-level administrative units, area size, and population due to the arrangement and merger of provincial-level administrative units.

Therefore, it is recommended to clarify how the new zoning plan will impact and influence the socio-economic development of each region, and evaluate regional linkages. At the same time, explain and clarify the specificity, geographical location, tasks, and socio-economic conditions of each region in order to maximize potential and effectively exploit existing advantages, overcome the shortcomings and limitations of each region and regional linkages to promote sustainable development of the whole country.

Regarding the development of dynamic regions, the Economic and Financial Committee believes that the North Central dynamic region and the Central dynamic region are two dynamic regions located next to each other, with potential to exploit marine resources and the same orientation for the development of the petrochemical industry, the automobile industry, and the development of seaports, seaport services, and logistics services.

Therefore, it is necessary to evaluate the comparative advantages between these two dynamic regions to make appropriate adjustments to the development orientation of each region, avoiding overlap and competition with each other, leading to failure to achieve the overall development goals of the whole country. At the same time, evaluate and clearly identify the growth pole of the North Central dynamic region to orient and guide the development of this region similar to other dynamic regions.

The Economic and Financial Committee requests that the drafting agency study and absorb the opinions of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees and the National Assembly Delegations to complete and submit to the National Assembly for consideration and approval, ensuring the unity, feasibility and synchronization of the legal system.
