National Assembly Chairman Tran Thanh Man attends the ceremony to respond to Vietnam Law Day

This afternoon, November 7, at the headquarters of the Ministry of Justice, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man attended the Ceremony to respond to Vietnam Law Day 2025. The ceremony was organized on a national scale, connected online with 34 provincial and centrally-run cities and broadcast live on the National Law Portal.

79 years ago, November 9, 1946 went down in national history when the National Assembly passed the first Constitution of the Democratic Republic of Vietnam - a constitution that deeply reflected President Ho Chi Minh's ideology of democracy and the rule of law.

With that meaning, Vietnam Law Day on November 9 was stipulated in the Law on Dissemination and Education of Law in 2012. In 2013, the Prime Minister announced November 9 as the Law Day of the Socialist Republic of Vietnam. Since then, Vietnam Law Day has attracted the attention and response of ministries, branches, organizations, localities and many people.

This year's Vietnam Law Day celebration is an event of important political and legal significance, a highlight in a series of activities in response to Vietnam Law Day, contributing to the achievements in welcoming the 14th National Congress of the Party.

This is also an opportunity for each citizen to continue to uphold the spirit of respecting the Constitution and the law, building a culture of law compliance for the goal of a rich people, strong country, democracy, fairness and civilization.

Speaking at the opening ceremony, Deputy Prime Minister Ho Quoc Dung emphasized that Resolution No. 66 of the Politburo on innovating the work of law-making and enforcement to meet the requirements of national development in the new era has consistently stated the viewpoint: identifying institutions as the breakthrough of breakthroughs; at the same time, improving the capacity and effectiveness of law enforcement, focusing on building a culture of law compliance, ensuring respect for the Constitution and law, and closely linking law-making and law enforcement.

Resolution No. 66 of the Politburo clearly defined the goal by 2030: Vietnam has a democratic, fair, synchronous, unified, public, transparent, and feasible legal system with a strict and consistent implementation mechanism, ensuring a legal basis for the normal, continuous, and smooth operation of agencies after reorganizing the apparatus, removing obstacles arising from practice, paving the way for development creation, mobilizing all people and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income.

And the vision to 2045: Vietnam has a high-quality, modern legal system, approaching advanced international standards and practices and suitable to the country's reality, strictly and consistently implemented, respecting, ensuring, and effectively protecting human rights, civil rights, and upholding the Constitution and the law to become the standard of conduct for all subjects in society, modern national governance with a streamlined, efficient, effective, and efficient state apparatus, meeting the requirements of rapid and sustainable national development, becoming a developed, high-income country with a socialist orientation by 2045.

"In that context, Vietnam Law Day has a particularly important meaning, both affirming the position of the rule of law in a rule-of-law state, educating the awareness of law compliance of all citizens and all subjects in society, and contributing to building a legal culture, promoting human values, civic awareness, respecting discipline, order and freedom within the legal framework in the new situation," the Deputy Prime Minister affirmed.

In order for Vietnam Law Day to increasingly promote its important role and significance, the Deputy Prime Minister requested delegates and leaders of central and local departments, ministries, branches to study and give opinions on the orientation, tasks and solutions to respond to Vietnam Law Day in the coming time, ensuring it is more substantial and effective, focusing on content innovation and creativity in form, contributing to improving the effectiveness of legal dissemination and education.

The Deputy Prime Minister requested that Party, National Assembly, Government, Vietnam Fatherland Front agencies, ministries, branches, central agencies and localities continue to pay attention to leading, directing, supervising and effectively implementing activities in response to Vietnam Law Day.

“Thereby, contributing to improving the quality and effectiveness of law-making and enforcement, building a socialist rule-of-law state, bringing our country firmly into a new era, an era of wealth, civilization, prosperity and happiness,” the Deputy Prime Minister emphasized.
