In the period of 2025 - 2030, Thanh Hoa continues to identify the goal of making tourism a spearhead economic sector with a focus on developing unique products; linking cultural preservation with tourism development, affirming the tourism brand "Thanh Hoa - Four seasons of fragrance; safe, friendly, and different destination". Thanh Hoa strives to become one of the major tourist centers of the country by 2030.

Exploit potential and strengths well

Thanh Hoa is a land with full potential to become a tourist center of the North Central region, where nature, history and people blend to create its own unique appeal.

With a diverse terrain from sea, plains, midlands to mountains, Thanh Hoa province currently owns many famous landscapes, such as: vibrant Sam Son beach, poetic Pu Luong Nature Reserve imbued with indigenous culture, the magical Cam Luong fish stream or "Ha Long on land" Ben En attracting the attention of many tourists. It is not too much to say that "Thanh Hoa is like a miniature Vietnam" with extremely rich natural resources from "golden forests" to "silver seas".

Besides the diverse natural resources, Thanh Hoa is a locality with a long history and culture, possessing more than 1,500 historical and cultural relics and scenic spots that have been ranked, inventoried and protected. Among them, there is 1 world heritage, 5 special national relics, along with hundreds of festivals, rituals and folk performances in all regions that are preserved, of which 15 intangible cultural heritages are included in the national list. The museum system in the whole province is currently preserving and displaying more than 32,855 artifacts of all kinds from historical periods, including about 120 rare bronze drums and thousands of valuable artifacts and antiques of high historical and cultural value.

Based on that potential and strength, in recent years, Thanh Hoa province has issued resolutions, projects and specific programs to turn tourism and services into spearhead economic sectors on the basis of preserving and promoting traditional cultural values.

Accordingly, the province has focused on synchronous investment resources for tourism infrastructure, as a "lever" to attract strategic investors. Up to now, many large-scale tourism projects with high-class resort and entertainment service complexes have been put into operation, creating highlights and attractions for the destination. These include: Sun World Water Park, Sam Son Sea Square, Lasong Hotel & Villas Sam Son; Flamingo Hai Tien coastal city complex; Lamori Resort & Spa resort... Notably, 3 types and typical and strong tourism products of the province were identified from the beginning of the period, including: sea tourism, community ecology and historical culture have been gradually developed with focus, key points, on the right roadmap and goals.

Thanks to the right orientations and timely investments, Thanh Hoa province's tourism industry has developed strongly, contributing positively to the province's overall economic growth. According to the report of the Department of Culture, Sports and Tourism, in the period of 2021-2025, the average growth rate in the number of visitors is estimated at 16.9%; tourism revenue is estimated at 34.4%.

In the first 10 months of 2025, the whole province welcomed nearly 15.6 million visitors, an increase of 6.2% over the same period in 2024 and reaching 97.4% of the 2025 plan; tourism revenue is estimated at nearly 43.4 trillion VND, an increase of 33.7% over the same period in 2024 and reaching 95.3% of the 2025 plan. The above results are a testament to the determination and efforts of the entire political system, business community and people of Thanh Hoa province so that tourism deserves to be a spearhead economic sector, contributing more positively to the overall economic growth of the province, contributing to improving people's lives.

Developing in a modern and sustainable direction

Thanh Hoa sets a target of welcoming 21.5 million visitors by 2030, including 1.6 million international visitors; total tourism revenue of 94.2 trillion VND, including 900 million USD from international tourists; along with that, developing a system of technical infrastructure serving tourism to ensure quality, modernity, convenience, and synchronization, meeting the needs of tourists.

To realize the above goal, the province has determined to develop tourism in a modern, classy direction, along with green and sustainable factors. Accordingly, the province will focus on building and developing a system of typical tourism products, exploiting the outstanding advantages of the locality. In particular, sea tourism products are still the main strength, with key tourist areas such as Sam Son, Hai Tien, Hai Hoa receiving synchronous and modern investment.

In addition, cultural and historical tourism associated with Ho Dynasty Citadel, Lam Kinh, Ba Trieu Temple, Le Hoan Temple, Nua - Am Tien Temple... continues to be exploited in depth, becoming a destination for traditional education combined with cultural experiences.

Community ecotourism in Pu Luong, Cam Luong fish stream, Ben En National Park... is oriented to develop into unique products, attracting tourists looking for harmony with nature and indigenous life. In parallel, new products such as golf tourism, agricultural tourism, MICE tourism and luxury resorts are also expected to create new momentum, enriching the tourism ecosystem of Thanh land.

Deputy Director of the Department of Culture, Sports and Tourism of Thanh Hoa Vuong Thi Hai Yen said: “From being prominent with sea tourism, Thanh Hoa has gradually formed a diverse tourism ecosystem with identity and potential for sustainable development, associated with the slogan "Thanh Hoa Tourism - Fragrance of Four Seasons". This is the premise for the province's tourism to continue to build a strong brand, becoming one of the major tourist centers of the country by 2030, bringing worthy experiences for tourists to remember Thanh Hoa as a classy, ​​attractive and trustworthy destination".

Along with promoting investment attraction, product and infrastructure development, Thanh Hoa focuses on improving service quality and human resources. The workforce is identified as a key factor for tourism development in the context of integration. With the goal of having 1 million workers in the tourism sector by 2030, of which 94% will be trained, in addition to professional knowledge, the workforce will be equipped with foreign language skills, civilized behavior, and the ability to adapt to digital trends. When the human resources are strong enough, Thanh Hoa tourism will truly make a breakthrough.

Also in the new development stage, promoting digital transformation is one of the important solutions to help promote Thanh Hoa tourism image more effectively on platforms; improve tourist experience through online service booking systems, digital maps, multilingual automatic explanations and electronic payments. This direction not only keeps up with the development trend but also creates transparency, convenience, and increases competitiveness for each destination and tourism service business in the province.
