The meeting was held to discuss preparations for the visit to Vietnam of the Russian Federation Council's Cooperation Group with the Vietnamese National Assembly and other related issues.
At the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh thanked the First Vice Chairman of the Federation Council of the Russian Federation Parliament, Chairman of the Working Group on Cooperation with the National Assembly of Vietnam, Andrey Vladimirovich Yatskin, for sending a congratulatory letter on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam. At the same time, he thanked the First Vice Chairman of the Federation Council of the Russian Federation Parliament for proposing to hold today's online meeting, demonstrating the spirit of proactive, substantive and regular cooperation between the two legislative bodies.
First Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation, Chairman of the Working Group on Cooperation with the National Assembly of Vietnam Andrey Vladimirovich Yatskin sent his condolences for the losses and damages caused by storms, floods and natural disasters in Vietnam in recent times.
The First Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation emphasized that the Vietnam-Russia Comprehensive Strategic Partnership has continued to develop positively over the past years, demonstrated through visits by high-ranking leaders of the two countries as well as delegation exchanges at all levels, in-person and online meetings, including today's meeting.
At the same time, it was stated that 2025 marks the important milestone of 75 years of establishing Vietnam - Russia diplomatic relations (January 30, 1950 - January 30, 2025). The two countries also have many activities to celebrate major holidays such as: Vietnam celebrates the 50th anniversary of the liberation of the South and national reunification; 80th anniversary of the National Day of the Socialist Republic of Vietnam and the Russian military bloc also participated in the parade at this extremely important event; Russia celebrated the 80th anniversary of Victory Day in the Great Patriotic War, General Secretary To Lam attended this important celebration at Red Square.
The First Vice President of the Federation Council of the Russian Federation Parliament affirmed that inter-parliamentary cooperation is one of the important pillars in the friendly cooperation between Vietnam and the Russian Federation in recent times and has been continuously consolidated and developed well. In 2024, National Assembly Chairman Tran Thanh Man and Chairwoman Valentina Ivanovna Matvienko signed a cooperation agreement between the Vietnamese National Assembly and the Federation Council of the Russian Federation Parliament.
Expressing his gratitude to the First Vice President of the Federation Council of the Federal Assembly of the Russian Federation for sharing the losses caused by storms and floods in Vietnam, Vice President of the National Assembly Nguyen Khac Dinh emphasized that these are special and valuable sentiments, demonstrating the solidarity, attachment and political trust between the two countries.
Appreciating the contributions of the Russian Federation Council to parliamentary diplomacy activities as well as promoting the friendly cooperation between the two countries, which has developed very well in recent times, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the Cooperation Agreement between the National Assembly of Vietnam and the Federation Council of the Russian Federation has 10 contents and 25 specific activities. Chairman of the National Assembly Tran Thanh Man has assigned the agencies of the Vietnamese National Assembly to monitor and urge, and so far, many cooperation contents have had good results.
Regarding the upcoming visit to Vietnam of the Cooperation Group with the Vietnamese National Assembly of the Russian Federation Council, the Vice Chairman of the National Assembly hopes that the two sides will soon agree on the time of organization and said that the Vietnamese National Assembly is ready to coordinate to ensure the most favorable conditions for the Delegation during its working period in Vietnam, so that the exchanges and work will be effective. Regarding the detailed contents, representatives of the two NSHN Groups will discuss specifically on the content, technical and logistical issues and will report back to the Chairmen of the two groups for official agreement.
With the comprehensive strategic partnership between Vietnam and the Russian Federation, Vice Chairman of the National Assembly Nguyen Khac Dinh believes that the upcoming visit to Vietnam by the Cooperation Group with the Vietnamese National Assembly of the Russian Federation Council will be a great success, contributing to further tightening the relationship between the National Assembly and the People of the two countries, while opening up many new, substantive and effective cooperation opportunities.
Agreeing with Vice Chairman of the National Assembly Nguyen Khac Dinh, the First Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation hopes that in the coming time, the two sides will continue to promote relations between the two countries, including parliamentary diplomacy, to become increasingly in-depth, substantive, and effective.
