Hai Phong: Need to improve institutions, reform procedures, create an equal business environment

Standing Deputy Secretary of the Commune Party Committee Nguyen Luong Bang proposed the need to ensure fair competition, limit administrative intervention, fight monopoly and eliminate the request-grant mechanism in resource allocation.

Commenting on the draft documents of the 14th Party Congress, the majority of cadres and party members of Hai Phong city agreed that, in the context of the complicated developments in the world and region, under the leadership of the Party, our country has overcome all difficulties and challenges. The whole Party, the whole people and the whole army are united and strive to help our country overcome difficulties and challenges, continue to develop and rise up, becoming one of the fastest growing and stable economies in the region and the world.

Affirming the role of the private economy

Regarding the innovation of the growth model, economic restructuring and private economic development, Nguyen Luong Bang, Standing Deputy Secretary of the Commune Party Committee, Nguyen Duy Thang, suggested that it is necessary to reaffirm and strongly institutionalize the viewpoint that "the private economy is an important driving force of the economy." In particular, emphasizing the role of science , technology, innovation and digital transformation as pillars of the new growth model.

According to Mr. Nguyen Duy Thang, it is necessary to perfect institutions, reform procedures, create an equal business environment, reduce compliance costs for enterprises; have policies to encourage the formation of large private enterprises with the ability to lead and compete globally; increase support for small and medium enterprises in terms of capital, human resources, digital transformation, and access to technology.

Mr. Nguyen Duy Thang also recommended ensuring fair competition, limiting administrative intervention, fighting monopoly and eliminating the request-grant mechanism in resource allocation; boldly assigning orientation tasks to state-owned enterprises in essential fields, ensuring healthy competition.

According to Deputy Secretary of the Party Committee, Chairman of the People's Committee of Chi Minh Commune Vu Dong Thanh, cadres are the key of the key, contributing to promoting the economy, especially the private economy. Therefore, in the content of cadre organization, it is necessary to study and develop principles, functions, and tasks of the entire political system in a synchronous and practical manner to avoid extremism and lack of scientific basis. The roadmap for reforming the apparatus needs to prioritize changing departments and organizations that directly hinder, especially the business environment.

Central and local decentralization in the state apparatus needs to shift from similar organizations and levels of government to clearly assigning functions and tasks to each level and each sector to avoid overlap and take a long time to resolve.

Improve the quality of human resources

One of the goals of building and developing the country in the new period mentioned in the document is to fundamentally and comprehensively innovate education and training, improve the quality of human resources (section VI). Party Secretary and Chairman of the People's Council of Vinh Lai Commune, Bui Hoc Anh, commented that currently, our country is converting the model of public service units to autonomy, so it is necessary to evaluate the effectiveness of this model.

The document needs to have clearer directions for future education development such as: Digital transformation of education, building smart schools, innovating educational methods; linking education and training strategies with the development of high-quality human resources in priority sectors such as artificial intelligence (AI), digital technology, green transformation, digital economy; innovating programs towards practical learning and practice, developing critical thinking, creativity, digital skills and life skills for students.

Along with that, there should be specific policies to attract high-quality teachers, invest in schools in suburban and disadvantaged areas; encourage the development of international, bilingual and high-quality vocational school models; and focus on investment in education in mountainous, remote and ethnic minority areas.

According to the Standing Deputy Secretary of the Party Committee of Nguyen Luong Bang Commune, Nguyen Duy Thang, in the document, regarding the task of developing education in the coming time on page 26, the idea of ​​"unifying the content, program and textbooks used nationwide" should be added.

Regarding the content of "Improving people's knowledge, quality of human resource training, focusing on discovering, nurturing and making good use of talents," it is necessary to add the content of "improving the quality of training of teachers and doctors because these are the two core forces to build a perfect person to ensure standards of intelligence and physical strength."

Mr. Nguyen Duy Thang proposed adding the solution "There should be a specific policy to attract scientists and quality human resources from overseas Vietnamese to contribute and work for the homeland." Along with innovating the curriculum and content of education and training, it is also necessary to innovate the compilation of textbooks, teaching materials, and teaching materials.../.
