
Receiving the delegation were comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Son La province and comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Committee, and representatives of relevant departments and branches.
According to the report of the Provincial People's Committee, Son La has implemented Program 1719 seriously, synchronously, and in accordance with actual conditions; promptly reviewed and adjusted public investment plans for effective management in the 2-level local government model.

In 2025, the total central budget allocated to the province is more than 1,444 billion VND, of which development investment capital is nearly 878 billion VND and public service capital is more than 567 billion VND.
As of November 6, Son La province has disbursed 688.2 billion VND, reaching 47.6% of the plan. The province is withdrawing and transferring more than 145 billion VND of capital from previous years because some projects are not eligible for implementation or have duplicate content.
Regarding the construction of inter-level boarding schools in border communes, the province has focused on drastic direction to ensure progress and quality.

Up to now, 13/13 border communes have completed the master plan; the steps of measuring, verifying land origin, making compensation plans, design documents, and appraisal are all basically completed.
Currently, 12/13 communes have started construction, and Long Sap commune alone will start construction simultaneously on the morning of November 9, 2025, according to the direction of the Prime Minister.
The total investment for 13 border schools is currently about VND3,389 billion, an increase of VND577 billion compared to the initial estimate due to complex terrain conditions, large leveling volume and additional auxiliary infrastructure items such as roads, electricity and water.
Son La province proposed the Government to allow the transfer of undisbursed capital from Program 1719 to 2026 to complete the goals of the 2021-2025 period; promptly approve the policy of the National Target Program for the 2026-2035 period so that localities can proactively implement it.

Speaking at the working session, Minister Dao Ngoc Dung acknowledged and highly appreciated Son La province's efforts in socio-economic development, ensuring national defense and security, especially effectively operating the two-level government model and implementing Program 1719.
Minister Dao Ngoc Dung suggested that Son La continue to pay attention to poverty reduction in particularly difficult communes; improve people's knowledge; do well in ethnic and religious work in mountainous and border areas; improve the grassroots cadre team; speed up the disbursement of public investment capital, effectively implement national target programs; ensure the progress of building border schools in accordance with the Central Government's policy.
The Minister of Ethnic Minorities and Religions assigned the working group members to synthesize and propose to the Government and relevant ministries and branches to consider and resolve local recommendations as soon as possible.

On behalf of Son La province, Provincial Party Secretary Hoang Van Nghiem accepted the direction and affirmed that the province will continue to lead and direct the completion of socio-economic development goals in 2025, striving for 8% growth; taking care of people's lives; effectively implementing national target programs and investing in building educational facilities in border areas.
