[Photo] Cutting hills to make way for people to travel on route 14E that suffered landslides
The storms in late October and early November caused tens of thousands of cubic meters of rock and soil to overflow onto the road, paralyzing National Highway 14E. Project Management Board 4 quickly opened a temporary road across the hill to maintain travel for people in the highlands of Da Nang city.

The Director of Project Management Board 4 directly supervised the construction of the hill cutting project to open roads for people to travel during the stormy rainy days in late October and early November.
National Highway 14E is a vital traffic route connecting mountainous districts with the Quang Nam plain (Da Nang city). During the heavy rain from the night of October 25 to November 6, 21 landslides appeared on the section Km15+270 - Km89+700 under the road improvement and upgrading project, four of which were particularly serious. At Km84+500-Km84+700 alone, a hill about 130m from the route collapsed, releasing more than 100,000m³ of earth and rock, damaging about 70m of the roadbed and surface, pushing the drainage culvert 30m away and breaking the 110 kV power pole system. The route was cut off, leaving hundreds of households isolated. Upon receiving the information, Project Management Board 4 directed the contractor to mobilize excavators, dump trucks and construction workers to work 24/7 to handle the situation. As of November 1, 19/21 landslide sites have been temporarily cleared. However, at two major landslide locations, the geology is weak, the landslide volume is very large, plus the continued rain, the repair work is facing many difficulties and potential dangers.
Faced with this situation, Project Management Board 4 decided to open a temporary road by cutting the hillside on the left side of the route. The road is about 3m wide, enough for people and motorbikes to travel. This solution helps maintain the connection between people and at the same time creates conditions for bringing machinery and materials to the site to handle the landslide. Mr. Le Duc Loc, Director of Project Management Board 4, said that opening a temporary road is a necessary and timely solution. If only focusing on clearing rocks and soil without an alternative route, people could be isolated for a long time. Mr. Loc emphasized that the construction work is being carried out with a sense of urgency while still ensuring the safety of the forces and vehicles. Currently, contractors continue to mobilize maximum capacity equipment to clean up subsidence, reinforce slopes and treat roadbeds. At the same time, Project Management Board 4 coordinates with local authorities and the electricity industry to restore the power system, provide security and guide people to travel in the temporary road area.
It is expected that the thorough repair of the two major landslides could take several weeks, depending on weather developments. During this time, monitoring and warnings of risky locations will continue to be maintained closely. In recent days, although the weather has continued to rain sporadically, no new landslides have occurred along the route, showing that the initial response measures have been effective. The image of construction workers sticking to the construction site in the rain, wind, and mud, widening the road meter by meter every day has brought confidence to the people. Opening a temporary road across the hill is not only a timely technical solution, but also demonstrates the sense of responsibility and initiative of the transport sector in supporting people to overcome natural disasters. People in the highlands of Quang Nam are waiting for the day when National Highway 14E is reopened, ensuring safety and convenience for travel, trade and restoring life after the storm.
