After many urgent repair efforts, by this afternoon (November 8), the Cay An reservoir project has gradually stabilized. The water seepage phenomenon has been basically handled. The main cracks have been temporarily repaired, ensuring the initial safety of the dam body.

Chairman of the Provincial People's Committee Ho Van Muoi directly went to the scene on the night of November 7 and requested relevant forces to mobilize maximum human resources and means to urgently fix the incident at Cay An Lake.

On the afternoon of November 7, due to the impact of prolonged heavy rain from Typhoon Kalmaegi, the water level in Cay An Lake increased rapidly, causing a crack about 54m long, 2m deep, and 0.2 - 0.5m wide to appear at the foot of the dam near the spillway. The crack is at risk of continuing to grow if the bad weather continues, potentially causing a dam failure.

On the night of November 7, comrade Ho Van Muoi, Chairman of Lam Dong Provincial People's Committee, went to the scene to inspect the incident at Cay An Lake dam. After inspecting the current situation, Chairman of the Provincial People's Committee Ho Van Muoi directed the forces to urgently evacuate people and property to a safe place. At the same time, fully prepare necessities according to the "4 on-site" motto to rescue people in case of emergency.

The Chairman of the Provincial People's Committee also requested relevant forces to mobilize maximum human resources and means to fix the incident at Cay An Lake as soon as possible.

After discovering the incident, the authorities mobilized more than 200 people and machinery to work overnight to fix the problem. The technical team installed cajuput piles and reinforced soil bags at the landslide sites.

Up to now, the water seepage phenomenon has been basically handled. The main cracks have been temporarily repaired, ensuring the initial safety of the dam body.

Authorities have broken the overflow threshold and installed additional siphons to speed up the water level reduction in the lake. This afternoon (November 8), four high-capacity pumps were added to speed up the water discharge.

“Tonight, we are running four pumps at full capacity to reduce the water level in the lake as quickly as possible to reduce the pressure on the dam. In addition to the provincial forces, experts from the Department of Irrigation Construction and Management under the Ministry of Agriculture and Environment are also present to assist in troubleshooting,” said Nguyen Ha Loc, Deputy Director of the Department of Agriculture and Environment.

Also according to Mr. Loc, tomorrow morning (November 9), functional units will drill and inject chemicals to reinforce the dam body, ensuring the tightness and stability of the lake structure.

Regarding the next work, to thoroughly fix the problem at Cay An Lake, the authorities will conduct a survey of the entire dam; drill and pump waterproofing to 4 cracks that appeared on November 7. This work is expected to take about 15 days. For the treatment of the entire dam body, it is expected to take about 30 days.

According to the Regional Hydrometeorological Station, today and tomorrow, the Ta Nang area will only have light rain, from the beginning of next week the weather will turn sunny, favorable for construction. Therefore, if the current solutions continue to be urgently implemented and there is no unusual heavy rain, the risk of dam safety is assessed as low.

The Project Management Board and the Irrigation Sub-Department are urgently completing the design documents to organize the construction in parallel. In the long term, the project will be reinforced with additional rock cages at the dam shoulders; at the same time, it will be handed over to a professional management and operation unit in the irrigation field to carry out regular maintenance and repair.

Currently, the Department of Agriculture and Environment has arranged for department leaders and the Head of the Irrigation Sub-Department to be on duty at the scene to supervise the implementation of incident resolution.
