Lam Dong Provincial People's Committee has just issued a Decision to deploy emergency construction for the Project to Overcome seepage and landslides at Cay An reservoir (phase 1) in Ta Nang commune.
This is an urgent solution to ensure dam safety during the rainy season and protect the downstream area - where about 400 households live and 200 hectares of agricultural land.
Accordingly, the project has a total estimated cost of 2.9 billion VND, using the provincial budget reserve. The implementation time is 90 days from the date of signing the emergency construction order.
The Duc Trong Area Construction Investment Project Management Board was assigned as the investor, responsible for organizing and implementing all project items; selecting construction units with sufficient capacity; and at the same time coordinating and supervising progress and quality to ensure absolute safety for the project during emergency handling.
The Department of Finance is assigned to preside over and coordinate in advising on budget allocation. The Department of Agriculture and Environment guides and inspects the implementation of handling seepage and landslide incidents according to legal regulations and reports to the Provincial People's Committee on the implementation results. The People's Committee of Ta Nang commune is responsible for timely dissemination and information to people in the downstream area and supports site clearance and construction conditions.
The urgent repair of Cay An reservoir is considered an urgent requirement to prevent the risk of dam insecurity, protect people's livelihoods, ensure water security and stabilize local socio-economic development.

Previously, on the afternoon of November 7, immediately after discovering that the Cay An irrigation reservoir dam had many cracks and water leaks, with a high risk of dam failure, local authorities and related units evacuated households near the lake and mobilized vehicles to fix the problem. By about 11 p.m. the same day, the forces had evacuated 70 households in the dangerous area in Ta Nang commune to a safe place.
On the night of November 7, comrade Ho Van Muoi, Chairman of Lam Dong Provincial People's Committee, went to the scene to inspect the incident at Cay An Lake dam. After inspecting the current situation, Chairman of the Provincial People's Committee Ho Van Muoi directed the forces to urgently evacuate people and property to a safe place. At the same time, fully prepare necessities according to the "4 on-site" motto to rescue people in case of emergency.
The Chairman of the Provincial People's Committee also requested relevant forces to mobilize maximum human resources and means to fix the problem at Cay An Lake as soon as possible. Currently, the functional forces are actively implementing measures to fix the problem.
