Resolution of the 14th Conference of the 13th Party Central Committee

General Secretary To Lam speaks at the opening session of the 14th Central Conference, 13th tenure.

The 14th Conference of the 13th Party Central Committee met from November 5 to November 6, 2025 in Hanoi; after reviewing and discussing the submissions and reports of the Politburo ,

RESOLUTION

1. Approving the draft report reviewing the leadership and direction of the 13th Party Central Committee to be submitted to the 14th Party Congress.

The Politburo is assigned to direct the reception and completion of the draft Report based on the Central Committee's discussion opinions to submit to the 14th National Congress of the Party.

2. Agree to introduce personnel to participate in the Politburo and Secretariat of the 14th tenure (re-election and first-time participation) to report to the 14th National Congress of the Party and submit to the 1st Conference of the 14th Party Central Committee for election according to regulations.

3. Approve the list of the Presidium, Secretariat and Qualification Examination Board of the 14th Congress delegates to submit to the 14th Party Congress for consideration and decision.

4. Through Reports:

- Report summarizing the implementation of the Working Regulations of the Central Executive Committee, Politburo and Secretariat of the 13th tenure.

- Report summarizing the implementation of the Working Regulations of the 13th Central Inspection Committee.

- Report summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

The Politburo is assigned to direct the reception and completion of the Reports, issue Conclusions and continue to organize their implementation based on the Central Committee's discussion opinions.

5. Agreed to let comrade Nguyen Duy Ngoc, Politburo member, Chairman of the Central Inspection Commission, Secretary of the Hanoi Party Committee, cease participating in the Central Inspection Commission and cease holding the position of Chairman of the Central Inspection Commission.

Elected to supplement comrade Tran Sy Thanh, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee to join the Central Inspection Committee and hold the position of Chairman of the 13th Central Inspection Committee.

6. Give opinions on personnel for the Politburo to decide to introduce at the 10th Session of the 15th National Assembly to elect the positions of: Vice President (Permanent) of the 15th National Assembly and Chief Justice of the Supreme People's Court for the 2021-2026 term.

7. The Party Central Committee reviewed and commented on the Reports on the preparation work for the 14th Party Congress; on the important tasks that the Politburo had handled from the 13th Central Conference to the 14th Central Conference and planned a number of key tasks from the 14th Central Conference to the 15th Central Conference.

The Party Central Committee calls on the entire Party, people and army to promote the tradition of solidarity and unity, strive and resolve to successfully carry out the socio-economic development tasks in 2025 and the goals of the 13th National Party Congress term, organize emulation movements to achieve achievements in celebration of the 14th National Party Congress and complete preparations for the successful organization of the 14th National Party Congress.
