In her opening speech at the Conference, Party Central Committee member and Vice President of the Vietnam Fatherland Front Central Committee Ha Thi Nga stated that each Party Congress is an important milestone affirming the Party's leadership role and guiding the country's development path. Therefore, before each Congress, the announcement of draft documents to be submitted to the National Party Congress to solicit comments from the National Assembly, the Fatherland Front, socio- political organizations, and all classes of people is a necessary and important task, demonstrating the spirit of democracy, openness, respect, and promotion of the intelligence of the entire people of our Party. This is also an opportunity for each cadre, Party member, and People to express their opinions, exercise their rights, obligations, and responsibilities to themselves and the country, contributing to supplementing, perfecting, deepening, and making more practical the policies, guidelines, and strategies for national development in the new period.
The draft documents submitted to the 14th National Party Congress include three important drafts: Draft Political Report of the 13th Party Central Committee at the 14th National Party Congress; Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Report summarizing 15 years of implementing the Party Charter and proposing and guiding the supplementation and amendment of the Party Charter.
Emphasizing that the draft documents submitted to the 14th National Party Congress are the crystallization of the wisdom, mettle, and strategic vision of the entire Party, including many important new points, bringing about development in theoretical and practical thinking, Vice President Ha Thi Nga suggested that the seniors, ladies and gentlemen, and comrades of the Central Committee of the Vietnam Fatherland Front focus on discussing and giving practical opinions on new issues of the draft documents; breakthrough contents, especially the issue of promoting the role of the people, socialist democracy; promoting the strength of great national unity; and comprehensive human development. "The opinions exchanged and discussed by the delegates at the Conference will be a valuable source of information for the Standing Committee to collect and recommend to the Party and State practical contents, contributing to perfecting and improving the quality and practicality of the documents submitted to the 14th National Congress," Vice President Ha Thi Nga affirmed.
Contributing his opinion at the Conference, Prof. Dr. Tran Ngoc Duong, Chairman of the Advisory Council on Democracy and Law of the Central Committee of the Vietnam Fatherland Front, said that in order for the concept of "continuing to innovate development thinking" in the new era to become a complete theoretical issue, deeply and comprehensively demonstrating the vision, intelligence and guiding torch of the Party, it is necessary to clarify the connotation of this concept. "Continuing to innovate development thinking" is meaningful to determining growth drivers such as resources, labor, science and technology, innovation...; ways to organize and operate the economy and society; ways to build institutions and manage resources... Therefore, on the basis of clarifying the connotation of the viewpoint "continuing to innovate development thinking" in the new period, it is necessary to supplement and clarify the role of "continuing to innovate development thinking" in national development.
Giving some directions and solutions to promote more strongly and substantially the role of the Vietnam Fatherland Front in the coming period, Prof. Dr. Phan Trung Ly, member of the Central Committee of the Vietnam Fatherland Front, former Chairman of the Law Committee of the National Assembly, said that it is necessary to clearly understand that the Front's social supervision and criticism is not "auxiliary", but a form of supervision of the People's power, established by the 2013 Constitution and Decision No. 217-QD/TW, 218-QD/TW of the Politburo. Accordingly, the Draft Document needs to supplement the direction: Building a clear, stable, and mandatory legal mechanism so that state agencies, Party organizations, and authorities at all levels are responsible for receiving and explaining the results of the Vietnam Fatherland Front's social supervision and criticism; Upgrading the current legal framework (amending the 2015 Law on the Vietnam Fatherland Front and guiding decrees) to specifically define the authority, process, standards, and accountability after monitoring and criticism. “Social monitoring cannot stop at the form of “reporting” or “raising issues”, but must become a scientific, professional, data-based activity. It is necessary to promote digital transformation of social monitoring and criticism, build a national database of people's opinions and recommendations chaired by the Vietnam Fatherland Front, and connect with ministries, branches, and localities,” Prof. Dr. Phan Trung Ly proposed.
Former Vice President of the Central Committee of the Vietnam Fatherland Front Ngo Sach Thuc said that the assessment on page 8 of the Report has 7 lines, in which the opening states: "The Vietnam Fatherland Front and socio-political organizations are organized and rearranged to ensure unified and effective operations"... not commensurate with the achievements of the front's work, the above assessment is the result from July until now, not reflecting the past 5 years and 40 years. Accordingly, it is necessary to express further: “The Vietnam Fatherland Front and socio-political organizations have made many innovations in reorganizing and streamlining their apparatus, expanding the great solidarity bloc, promoting the strength of the people and the great solidarity bloc of the entire nation. Patriotic emulation movements have been actively deployed, with widespread effects. The people's mastery has been more fully promoted; the legitimate and legal rights and interests of the people have been cared for and protected. Grassroots democracy, direct democracy and representative democracy have been promoted, the quality of supervision and social criticism has been improved”…/.
