The Chairman of the Ho Chi Minh City People's Committee has just agreed with the proposal of the Department of Construction on the detailed plan to implement component project 2: Upgrading the North-South axis road (Nguyen Huu Tho street), the section from Nguyen Van Linh street to Ben Luc - Long Thanh expressway.
The project is invested under the public-private partnership (PPP) method, BOT contract (build - operate - transfer).

According to the plan, the work of preparing, appraising and approving the feasibility study report will be completed in the fourth quarter of 2025.
Bidding to select investors and sign BOT contracts will be completed in the second quarter of 2026.
Next, the technical design after the basic design is expected to be approved in the third quarter of 2026 and construction will start in the fourth quarter of 2026. The project will be completed and put into operation in the fourth quarter of 2028.
The Ho Chi Minh City People's Committee requested relevant departments, branches, localities and units to focus on implementing assigned tasks, ensuring progress according to plan.
The Department of Construction is assigned to take the lead in urging and monitoring the entire implementation process; in case of difficulties or problems beyond its authority, it must promptly report to the City People's Committee for consideration and direction.

Nguyen Huu Tho Street, the section from Nguyen Van Linh Street to Ben Luc - Long Thanh Expressway is about 8 km long, with a total investment of nearly VND9,894 billion. Component 2 of the project - including the expansion and construction of an elevated road - costs more than VND6,100 billion.
The road surface will be widened to 60 m. About 6.6 km of the total route length will be built as a 4-lane viaduct (elevated road), with a design speed of 80 km/h.
Below, two parallel roads each have 3 lanes, allowing a maximum speed of 60 km/h.

Component project 1 - including compensation, resettlement support and relocation of technical infrastructure with a budget of about 1,426 billion VND from the city budget. The project will reclaim 36 households, including 19 households in the former District 7 (Nguyen Van Linh intersection area) and 17 households in the former Nha Be district.
The city also completed the construction of the Nguyen Van Linh - Nguyen Huu Tho intersection and built a new Nguyen Huu Tho intersection with the Ben Luc - Long Thanh expressway, with a total investment of about VND2,400 billion, using the HCMC budget.
Once completed, the North-South axis will become a fast and smooth traffic axis, connecting the center of Ho Chi Minh City with the South Saigon urban area, Hiep Phuoc urban-port area and large industrial parks in the South.
This route also plays an important radial role, connecting from Ring Road 2 to Ben Luc - Long Thanh Expressway (Ring Road 3) and in the future Ring Road 4, contributing to increasing inter-regional traffic capacity between Ho Chi Minh City and the Eastern and Western provinces of the South, while also connecting the seaport system and Long Thanh International Airport.
