Three groups must be synchronized: Data - Administrative procedures - Decentralization and authorization to create a shared, effective system.

The meeting aims to remove difficulties and obstacles of ministries, branches and enterprises in performing the task of promoting digital transformation and developing science , technology, innovation and creativity.

Chairing the meeting were comrades: Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee, Deputy Head of the Steering Committee; Nguyen Chi Dung, Party Central Committee member, Deputy Prime Minister, member of the Steering Committee.

The meeting listened to Comrade Nguyen Huy Dung, full-time member of the Steering Committee, Head of the Steering Committee's Inter-sectoral Working Group, briefly report on the results of the Inter-sectoral Working Group's work at meetings with ministries, branches, corporations and enterprises; and Comrade Tran Thanh Tam, Director of the Department of Finance and Investment Management, Office of the Party Central Committee, member of the Inter-sectoral Working Group, briefly report on the results of budget allocation and disbursement for digital transformation according to Plan 02-KH/BCĐTW.

Comrades: Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee, Deputy Head of the Steering Committee; Nguyen Chi Dung, Party Central Committee member, Deputy Prime Minister, Steering Committee member chaired the meeting.

Accordingly, by November 5, 2025, the Working Group, together with the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Public Security and relevant agencies, had completely resolved 36 groups of difficulties and obstacles, including 16 groups of difficulties and obstacles reported by enterprises and 20 groups of difficulties and obstacles reported by ministries and branches. The Working Group has established a hotline mechanism to focus on discussing and resolving difficulties and obstacles as soon as they arise.

Comrade Nguyen Huy Dung also pointed out 5 groups of remaining issues that need to be resolved promptly for urgent tasks by December 31, 2025. In particular, regarding data strategy and digital transformation strategy, 7 ministries have not yet issued data strategy and digital transformation strategy. These 7 ministries have agreed with the Standing Committee of the Working Group to basically resolve all difficulties and problems and committed to issue them before November 7, 2025.

Comrade Nguyen Huy Dung, full-time member of the Steering Committee, Head of the Steering Committee's interdisciplinary working group, presented a report at the meeting.

Regarding the information system for handling administrative procedures according to the new model, 7 ministries with administrative procedures have worked with accompanying enterprises and have agreed with the Standing Committee of the Working Group to basically resolve all difficulties and problems and commit to ensuring completion before December 31, 2025. 7 ministries with administrative procedures have worked with accompanying enterprises and will work with the Standing Committee of the Working Group this week to clarify, promote, and focus special efforts to ensure completion before December 31, 2025. In addition, there are 2 ministries with red alert and have not worked with accompanying enterprises.

Regarding databases and platforms, two databases chaired by Party agencies are ensuring progress, namely the Central Party Office (database of Party organizations, Party members, cadres, civil servants, and public employees) and the Central Inspection Commission (national database on asset and income control).

Many agencies want to request an extension of the assigned task implementation period to 2026. However, the Interdisciplinary Working Group has thoroughly grasped the general direction of the Central Steering Committee: not to retreat, not to slow down, to have results and to be effective.

Comrade Ngo Hai Phan, Director of the Department of Digital Transformation - Cryptography, Central Party Office, Permanent Deputy Head of the Steering Committee's Working Group, spoke at the meeting.

Comrade Tao Duc Thang, Chairman and General Director of the Military Industry - Telecommunications Group (Viettel) spoke at the meeting.

Concluding the meeting, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee, Deputy Head of the Steering Committee stated: In the process of building data and systems, it is necessary to pay attention to 3 groups: Data, Administrative Procedures and Decentralization of Authorization. These groups have been specifically assigned: Data (Ministry of Public Security), Administrative Procedures (Government Office), Decentralization of Authorization (Ministry of Home Affairs). "These 3 groups must be synchronized to create a shared, effective system; absolutely do not waste data resources" - Comrade Nguyen Duy Ngoc emphasized.

Comrade Nguyen Duy Ngoc requested corporations and enterprises to coordinate and take responsibility for assigned tasks; in particular, the assigned units must take overall responsibility, and this week must complete the roadmap from now until December 31, 2025 and report progress weekly.

For ministries, branches and localities, implementation is carried out according to 4 blocks (Party, Government, National Assembly, Fatherland Front), in which the Party Secretary of each block is responsible for assigned tasks, and the implementation process needs to specifically report the results of each block, unit and locality.

Comrade Nguyen Duy Ngoc also requested the Central Inspection Committee to base on the meeting content and assigned tasks, complete and report before the 15th of each month to report to the Standing Committee of the Steering Committee on the results of monitoring the implementation of Conclusion Notice No. 07-TB/CQTTBCD dated October 15, 2025 of the Standing Committee of the Steering Committee on the conclusion of Comrade General Secretary To Lam, Head of the Steering Committee. For assigned tasks, it is necessary to base on a specific roadmap to have a specific assessment of the implementation results.

Praising the Steering Committee's Inter-sectoral Working Group for carrying out its assigned tasks, Comrade Nguyen Duy Ngoc also requested the Inter-sectoral Working Group to seriously learn from experience and promptly report difficulties and problems of units and enterprises to promptly organize dialogues to resolve them. The Ministry of Science and Technology was assigned to preside over and coordinate with the Ministry of Finance to count, review and urge problems related to financial issues, absolutely not to delay.
