Speaking at the meeting, Deputy Director Pham Van Thuy emphasized: Simplifying and digitizing administrative procedures in the tourism industry is an important task to improve the investment and business environment, support businesses, promote the recovery and sustainable development of the tourism industry. This is also one of the specific contents to implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026; Decision No. 1616/QD-TTg dated July 28, 2025 of the Prime Minister approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Culture, Sports and Tourism; at the same time implementing the direction of the Ministry's leaders in the comprehensive administrative reform of the Culture, Sports and Tourism sector.
On that basis, the Vietnam National Administration of Tourism issued Decision No. 603/QD-CDLQGVN dated September 22, 2025 on the Plan to organize consultations with businesses on business conditions in the tourism sector in 2025.
Manage tourism activities in accordance with regulations, focusing on transparency and efficiency
Reporting at the meeting, the representative of the Department of Culture, Sports and Tourism of Quang Ninh said that the management of tourism sectors has been seriously implemented, in accordance with the provisions of the Tourism Law 2017. Currently, the province has 197 operating travel agencies (121 international enterprises and 76 domestic enterprises). Guidance, inspection and examination work are carried out regularly, contributing to improving service quality and ensuring the rights of tourists.
In the field of tour guides, Quang Ninh currently has nearly 2,900 tour guides (1,784 international, 854 domestic, 260 on-site). The Department regularly coordinates with training facilities to organize training, professional testing and update knowledge for tour guides, ensuring professional standards and quality of service to tourists.
The system of tourist areas and spots is increasingly complete.
The province currently has 01 national tourist area Tra Co - Mong Cai, 05 provincial tourist areas (Co To, Binh Lieu, Cai Chien, Quan Lan - Minh Chau, Yen Trung Lake), 88 tourist attractions and 21 sightseeing tours on Ha Long Bay and Bai Tu Long.
The Department is reviewing and digitizing data on tourist areas and destinations according to the Tourism Law and Decree 30/2022/ND-CP. The application of information technology has been promoted, many tourist areas and destinations have websites, fanpages, and QR codes to support promotion and guide tourists.
According to Decision No. 2299/QD-UBND dated June 27, 2025, the Provincial People's Committee has authorized the Department of Culture, Sports and Tourism to appraise and recognize provincial-level tourist areas and spots, helping to shorten the time for processing procedures and creating convenience for businesses and localities.
Promoting digitalization and administrative procedure reform
Administrative procedure reform is identified as a key task. Currently, the Department manages 180 administrative procedures, of which 166 are at the provincial level, 11 at the commune level and 3 are performed by the Department of Construction. All have been provided with full online public services, connected to the National Public Service Portal. Since the beginning of 2025, the Department has received 1,629 dossiers, of which 1,441 dossiers were resolved ahead of schedule (reaching a rate of 88.5%), with no overdue dossiers.
The Department also effectively maintains the electronic ISO 9001:2015 quality management system, deploys the “one-stop” and “one-stop” mechanism at the Provincial Public Administration Service Center. The document processing procedures are digitized, transparent and publicly monitored.

Comprehensive digital transformation in the tourism sector
Along with administrative reform, Quang Ninh focuses on promoting digital transformation in tourism management and business, towards a model of smart tourism - digital government - friendly services.
Some outstanding results: Applying AI, virtual assistants in statistics and data management. Deploying "3D Virtual Museum" at Quang Ninh Museum with automatic bilingual explanations, electronic tickets, cashless payments. Developing an industry database system including 4 groups: media, publishing - printing - distribution, tourism products and tourist statistics. Regularly updating data on the portal csdl.vietnamtourism.gov.vn. Building a plan to apply the Internet of Things (IoT) in tourism until 2030 to improve tourist experience and manage destination safety.
Continue to improve the quality of human resources to meet the requirements of digital transformation
In addition to the achieved results, Quang Ninh also encountered some difficulties and problems such as: Some regulations on tourism business conditions, standards of accommodation facilities, tour guides and management authority are not consistent among legal documents, causing difficulties in practical application. The human resources for state management of tourism in the locality are still thin, not meeting the requirements of comprehensive digital transformation. Some potential tourist destinations have not received adequate infrastructure investment, especially in mountainous and border areas.
The Quang Ninh Department of Culture, Sports and Tourism recommends that the Vietnam National Administration of Tourism continue to provide guidance on legal documents on tourism. Support training and in-depth training for tourism management staff on digital transformation and online public services. Consider investing in and supporting data infrastructure and regional smart tourism management software.
Concluding the meeting, Deputy Director Pham Van Thuy acknowledged Quang Ninh's efforts in management, procedural reform and digital transformation; and assessed this as one of the leading localities in modernizing tourism management.
The Deputy Director suggested that the province continue to promote its pioneering role, replicate effective models, especially digitizing destination data and improving the capacity of staff.
The Deputy Director emphasized: "Quang Ninh's experience is a model for other localities to learn from, contributing to building a professional, transparent and modern tourism administration."
With the orientation of " Digital Government " - Smart travel - Friendly service ", Quang Ninh is gradually perfecting a favorable tourism investment environment, aiming to become Vietnam's leading international tourism center.
