The Congress is an opportunity for Vietnam to expand cooperation in the field of physical education and sports for people with disabilities with countries in the region, and at the same time, affirm the position of Vietnamese sports for people with disabilities in Southeast Asia.

The Vietnamese delegation is expected to attend the 13th ASEAN Para Games with more than 180 members.
This is also an opportunity for Vietnamese officials, coaches and athletes with disabilities to exchange, learn, share experiences and strengthen solidarity with countries in the Southeast Asian region; at the same time, it is an opportunity to test and evaluate the capacity and professional level of athletes with disabilities to prepare for the 5th ASIAN Para Games in Aichi-Nagoya, Japan and the Paralympics in Los Angeles, USA in 2028.
The 13th ASEAN Para Games has 19 sports with 536 competitions for people with disabilities including: Archery, Athletics, Badminton, 5-a-side football for the visually impaired, Boccia, Bowling, Chess, Cycling, 7-a-side football for the visually impaired, Goalball, Judo for the visually impaired, Weightlifting, Shooting, Sitting volleyball, Swimming, Table tennis, Wheelchair basketball, Wheelchair fencing, Wheelchair tennis (of which, 04 sports will be organized according to IPC supervision standards including: Athletics, Swimming, Weightlifting, Cycling).
The Vietnamese Paralympic Sports Delegation attending the 13th Southeast Asian Paralympic Games in Thailand (ASEAN Para Games) aims to win 40-50 gold medals, in the top 4-5 leading countries in the region. To achieve the above target, the Ministry of Culture, Sports and Tourism requires ensuring good selection of athletes and coaches for the national paralympic sports team according to the selection regulations; the Vietnamese Sports Delegation participates in the competition with a spirit of solidarity, friendship, honesty, nobility, and against all negative manifestations.
Based on the athletes' achievements and according to the regulations of the Organizing Committee of the Congress on the structure and number of delegation members, the Vietnam Disabled Sports Delegation is expected to attend the Congress with 184 members, including: 139 athletes (including 01 guide athlete); 27 coaches, 17 officials (Head of Delegation, Deputy Head of Delegation, delegation officials, interpreters and 04 Doctors).
The departure ceremony of the Vietnamese Paralympic Sports Delegation to attend the 13th Southeast Asian Para Games in Thailand is scheduled to be held on December 16, 2025 in Ho Chi Minh City.
