
According to the urgent notice issued by the People's Committee of Ta Nang Commune on the afternoon of November 7, heavy rains caused by storm No. 13 caused the water level in Kay An irrigation lake to increase rapidly. By 2:00 p.m. on November 7, water overflowed the main dam shoulder and flowed downstream, creating a risk of dam failure. The People's Committee of Ta Nang Commune assigned the Commune Defense Command to urgently plan to evacuate people in the downstream area of Kay An lake to a safe place.
By the evening of November 7, the Ta Nang Commune Civil Defense Command issued an order to evacuate people in dangerous flooded areas, effective from 8:30 p.m. on November 7. Accordingly, 70 households in Cha Rang Hao and Tou Neh villages were evacuated to the headquarters of the Protestant Association, Cha Rang Hao Primary School and relatives' houses outside the dangerous area.
The Commune Police is responsible for arranging forces to coordinate with the residential area's human resources to evacuate people and protect the property of people, agencies and organizations. The Commune Military Command arranges forces to participate in rescue, providing life jackets and necessary items in the process of evacuating people and property from the danger zone.

On the evening of November 7, the Lam Dong Provincial Military Command mobilized 4 command vehicles, 10 troop transport vehicles, 150 officers and soldiers, 50 regular militiamen, and rescue equipment to the scene to assist in evacuating people from the danger zone.
Colonel Le Anh Vuong, Deputy Commander and Chief of Staff, member of the Lam Dong Provincial Civil Defense Steering Committee, together with local authorities at all levels, departments, branches and sectors, grasped the situation of high risk of dam failure and effectively implemented the plan to evacuate people.
