The forum directly answered specific questions, especially those related to protecting social insurance (SI) rights for employees, such as re-issuing SI books, tracing insurance payment history, etc.
Dual mission: Disseminating legal knowledge and preparing for the Grassroots Trade Union Congress
In his opening speech at the dialogue, Editor-in-Chief of the Capital Labor Newspaper Nguyen Van Binh emphasized that in the context of the strong development of the capital's and the country's economy , leading to the regular movement and adjustment of regulations, updating legal knowledge, especially on wages and social insurance, has become extremely urgent for employees, especially direct workers. The first purpose of the dialogue is to equip employees with the latest knowledge, helping them grasp and protect their legitimate rights.

In addition, the program also has another important meaning: supporting the organization of the grassroots trade union congress. According to the plan of the Vietnam General Confederation of Labor , grassroots trade unions and trade unions at all levels are required to complete the organization of the congress before December 31, 2025.
With the participation of experienced experts, the dialogue provided in-depth knowledge related to the organization of the Congress, helping grassroots union officials feel more confident in carrying out this important political task.
Highly appreciating the event, Vice President of the Hanoi City Labor Federation (HLF) Nguyen Huy Khanh affirmed that this is a practical and meaningful activity, not only helping to raise awareness of union officials and workers about the role of the organization, but also directly protecting their legitimate rights and interests.
Comrade Nguyen Huy Khanh emphasized that the program is a clear demonstration of the innovation of the Capital Trade Union in applying technology, implementing digital transformation in trade union activities, and trade union communication in accordance with the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Thereby, the City Labor Federation commits to accompany and build the Capital Trade Union system to be increasingly strong, worthy of being a reliable support for workers.

Untangling the social insurance bottleneck: Ensuring legitimate rights, strengthening the social security foundation
The live dialogue focused on practical, complex situations related to social insurance benefits, reflecting the "social security" focus that the program aims for.
One of the common problems raised by Ms. Do Thi Nhu Ngoc (Nic Mechanical Joint Stock Company) is the procedure for reissuing social insurance books for employees who have received social insurance benefits once and lost all related documents. This issue often makes employees confused when returning to the labor market. Social insurance expert Duong Thi Minh Chau has answered and guided in detail the process for reissuing social insurance books. Reissuing books is not only an administrative procedure, but also an action to ensure the right to continuously pay social insurance, avoid disadvantages for employees in calculating retirement, sickness, and maternity benefits later, directly strengthening trust in the social security system.
Another case related to the coordination between units and the Social Insurance agency was raised by Ms. Nguyen Thu Hien (Nghia Do Ward Union): An employee transferred jobs but checked on the VssID application and found that the insurance payment process was missing and had not been recorded. Ms. Duong Thi Minh Chau affirmed that the core problem often lies in the fact that the new unit has collected money but has not yet completed the procedure to report the increase in labor to the Social Insurance agency. This delay directly affects the time to calculate the benefits of the employee. The expert requested that the unit check and report the increase in time, ensuring that the social insurance payment process is continuous and accurate, without interrupting the rights of the participants.

In particular, the question of Ms. Hong Hoa (Hanoi College of Culinary Arts - Tourism and Fashion) about reserving the time to pay social insurance and health insurance when leaving work in the middle of the term has helped spread important information. Experts affirmed: For social insurance, if employees stop paying and close their books without receiving one-time social insurance, the payment time will be automatically reserved and accumulated when continuing to participate. This answer has helped hundreds of union officials and members clearly understand the reservation mechanism, avoiding the situation of "withdrawing" social insurance at one time due to lack of information, thereby protecting the opportunity to receive pensions, maintaining a long-term security net for themselves and their families.
In addition, the forum also clarified that the relationship between the Commune/Ward Trade Union and the Enterprise Trade Union in the area is a relationship of the same level (coordination, not direction), helping grassroots Trade Union officials better understand their role and scope of activities in the new organizational situation.
The dialogue showed the initiative of the Capital Trade Union and the press in accompanying and directly solving the most pressing issues, contributing to bringing labor law and social insurance policies into practice in the most effective and humane way.
