Bringing social welfare policies closer to the people.

Together with other units in Emulation Bloc No. 9 of the city, last week, the Hanoi Social Insurance (BHXH) visited and presented gifts to families of civil servants, public employees, and workers in difficult circumstances within the Bloc. Besides regular professional activities, this is one of the activities affirming the spirit of mutual support and compassion, aiming to provide assistance to families of officials and civil servants facing particularly difficult circumstances each year. Receiving the warm and heartfelt gift, Mr. Tran Ngoc Diep, an officer in the Currency Department - State Treasury Region I, was moved and said that he has been ill since 2022 and has undergone coronary artery stenting treatment. For him, this gift of compassion is a way of sharing and encouraging those who are sick and in difficult circumstances, helping each person to have more motivation to overcome the difficulties caused by illness.

The charitable gift-giving activities are among many humanitarian initiatives that affirm the spirit of "social security goes hand in hand with development," which is deeply rooted throughout the entire social insurance system. Along with this, Hanoi Social Insurance always aims to expand social insurance and health insurance coverage, improve service quality, and bring social security policies closer to the people.

As of the end of September, the entire city had 2.299 million people participating in compulsory social insurance, reaching 92.05% of the plan, an increase of over 182,000 people compared to the same period last year, accounting for nearly 48% of the working-age labor force. Unemployment insurance had 2.23 million participants, equivalent to 93.13% of the plan, an increase of over 185,000 people.

Notably, voluntary social insurance continued to expand, reaching 128,567 people, an increase of over 30,000 compared to the same period last year, demonstrating the effectiveness of flexible communication and policy advocacy efforts. Health insurance covered 8.24 million people, equivalent to 95.56% of the capital's population - the highest level ever.

Total revenue from social insurance, health insurance, and unemployment insurance reached over 56,738 billion VND, an increase of 14.66% compared to the same period last year, equivalent to 74.28% of the annual plan. In addition, Hanoi Social Insurance reviewed data from over 22,000 units, and added new contributions from 2,383 units with more than 9,300 employees, contributing to combating revenue loss and ensuring fairness in policy implementation.

Creating new momentum in administrative reform and policy communication.

Along with achieving its professional targets, Hanoi Social Insurance is one of the leading units in digital transformation and administrative reform. By the end of September 2025, the agency had received more than 8.5 million applications, processed 8.8 million applications, with a delay rate of only 1.23%.

Implementing Government Project 06, Hanoi Social Insurance has synchronized health insurance card data with citizen identification cards for 7.79 million people, and simultaneously streamlined birth registration and health insurance card issuance procedures for over 200,000 children. Electronic health examination certificates have been issued to 685,000 cases, contributing to the formation of a modern digital healthcare and digital administration system.

Pension and social insurance benefit payments were made on time and safely, with 99.46% disbursed through individual accounts – a significant step in promoting cashless payments. The total monthly pension and benefit payments over the past nine months reached 36,831 billion VND, ensuring benefits for more than 600,000 people.

In the field of health insurance-covered medical examinations and treatments, the cost of health insurance-covered medical examinations and treatments in the first nine months reached 21,763 billion VND, an increase of 16.7% compared to the same period last year, with more than 10.3 million medical examinations and treatments, demonstrating the people's trust in the health insurance system.

Notably, the rate of timely data exchange for medical examinations and treatments reached 94.7%, reflecting the effectiveness of digital transformation in electronic claims processing. The city's Social Insurance agency also strengthened data analysis, promptly warning of signs of abuse, contributing to the transparent and purposeful use of funds.

At the recent nationwide review meeting for the first nine months of 2025, Hanoi Social Insurance was one of five provinces and cities commended for its outstanding efforts in achieving its targets and tasks. Acknowledging and praising the efforts and achievements of exemplary units throughout the system, the Director of Vietnam Social Insurance, Le Hung Son, affirmed that these results demonstrate a very positive shift in mindset and a high sense of responsibility from the units amidst numerous difficulties, confirming that the system's structure has been streamlined and ensures efficiency and effectiveness.

From now until the end of 2025, a period of accelerated progress and final push, Hanoi Social Insurance will focus on implementing a comprehensive set of key solutions: expanding the number of participants, reducing outstanding debts, controlling health insurance medical examination and treatment costs, promoting administrative procedure reform, and communicating policies.

According to Nguyen Ngoc Huyen, Director of Hanoi Social Insurance, along with tightening discipline and order in public service and improving service quality, Hanoi Social Insurance is determined to complete the 2025 targets early, contributing to the successful achievement of social security and sustainable development goals of the Capital, in line with the Government's and Vietnam Social Insurance's directive: "Putting the people and workers at the center of service."
