With many outstanding results in the work of collecting, developing participants, resolving regimes, paying and controlling insurance funds in the past time, Hanoi Social Insurance has had an important foundation to enter the "sprint" stage, striving to complete the social security targets in 2025 early.

Bringing social security policy closer to the people

Together with units in the city's Emulation Block No. 09, last week, Hanoi Social Insurance (BHXH) visited and presented gifts of gratitude to families of civil servants, public employees, and workers in difficult circumstances in the Block. In addition to regular professional activities, this is one of the activities affirming the spirit of mutual love, aiming to create conditions to support and help families of cadres and civil servants in especially difficult circumstances every year. Receiving the warm and meaningful gift, Mr. Tran Ngoc Diep, an officer of the Monetary Department - State Treasury Region I, was moved to say that he himself has been sick since 2022 and has had to undergo interventional treatment with coronary artery stent placement. For him, this gift of gratitude is a way to share and encourage the spirit of the sick and those in difficult circumstances, helping each person have more motivation to soon overcome difficulties caused by illness.

The activity of giving gifts of gratitude is one of many humanitarian activities that affirm the spirit of "social security goes hand in hand with development" that always spreads widely throughout the entire social insurance system. Along with that, Hanoi Social Insurance always aims to expand the coverage of social insurance and health insurance, improve service quality, and bring social security policies closer to the people.

By the end of September, the entire city had 2.299 million people participating in compulsory social insurance, reaching 92.05% of the plan, an increase of more than 182 thousand people compared to the same period, accounting for nearly 48% of the working-age workforce. Unemployment insurance (UI) had 2.23 million participants, equivalent to 93.13% of the plan, an increase of more than 185 thousand people.

Notably, voluntary social insurance continued to expand, reaching 128,567 people, an increase of over 30,000 people compared to the same period, demonstrating the effectiveness of communication work and flexible policy advocacy. Health insurance (HI) covered 8.24 million people, equivalent to 95.56% of the capital's population - the highest level ever.

Total revenue from social insurance, health insurance and unemployment insurance reached over VND56,738 billion, up 14.66% over the same period, equivalent to 74.28% of the yearly plan. In addition, Hanoi Social Insurance has reviewed data of over 22,000 units, exploited and added new contributions at 2,383 units with over 9,300 employees, contributing to preventing revenue loss and ensuring fairness in policy implementation.

Creating new momentum in administrative reform and policy communication

Along with completing professional targets, Hanoi Social Security is one of the leading units in digital transformation and administrative reform. By the end of September 2025, the agency had received more than 8.5 million records, processed 8.8 million records, with a delay rate of only 1.23%.

Implementing the Government 's Project 06, Hanoi Social Security has synchronized health insurance card data with citizen identification cards for 7.79 million people, and simultaneously linked birth registration procedures - issuing health insurance cards for more than 200,000 children. The electronic health examination certificate system was issued to 685,000 cases, contributing to the formation of a modern digital healthcare and digital administration.

Pension and social insurance benefits were paid on time and safely, with 99.46% paid through personal accounts - an important step in promoting cashless payments. The total amount of monthly pension and benefits paid in the past 9 months reached 36,831 billion VND, ensuring benefits for more than 600,000 people.

In the field of health insurance examination and treatment, the cost of health insurance examination and treatment in 9 months reached 21,763 billion VND, an increase of 16.7% over the same period, with more than 10.3 million medical examinations and treatments, demonstrating people's trust in the health insurance system.

Notably, the rate of timely medical examination and treatment data connection reached 94.7%, reflecting the effectiveness of digital transformation in electronic appraisal. The city's Social Insurance also strengthened data analysis, promptly warned of signs of abuse, contributing to transparent and proper fund use.

At the recent 9-month industry conference in 2025, Hanoi Social Security was one of 5 provinces and cities to be commended for their outstanding efforts in implementing the assigned targets. Recognizing and praising the efforts and achievements of typical units in the entire system, Director of Vietnam Social Security Le Hung Son affirmed that these results showed a very positive change in thinking and a high sense of responsibility from the units in the context of many difficulties, affirming that the system apparatus has been arranged and ensured to be streamlined, effective and efficient.

From now until the end of 2025 is the acceleration and sprint phase, Hanoi Social Insurance will focus on synchronously implementing key groups of solutions: Developing participants, reducing outstanding debts, controlling health insurance examination and treatment costs, promoting administrative procedure reform and policy communication.

Director of Hanoi Social Security Nguyen Ngoc Huyen said that, along with tightening discipline, public service discipline, and improving service quality, Hanoi Social Security is determined to complete the 2025 targets early, contributing to the successful implementation of the social security and sustainable development goals of the Capital, in accordance with the direction of the Government and Vietnam Social Security: "Taking people and workers as the center of service".
