On the afternoon of November 4, the National Assembly held group discussions on the draft documents to be submitted to the 14th National Congress of the Party. Before that, General Secretary To Lam spoke and exchanged information in the hall on a number of new points and important directions in the draft documents.
National Assembly deputies focused on contributing many opinions revolving around the major contents of the draft document, such as supplementing and perfecting socio-economic development targets, ensuring practicality and feasibility; innovating and improving the effectiveness of ethnic policies, consolidating the great national unity bloc; promoting the role of culture, literature, arts and creative industries in the country's sustainable development; developing high-quality human resources, building a team of cadres with mettle, capacity and aspiration to contribute.

Speaking at Discussion Group No. 8 (including delegates from the National Assembly delegation of Ca Mau province and the National Assembly delegation of Bac Ninh province), delegate Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly's Ethnic Council, highly appreciated the comprehensiveness, scientific nature, and openness of the draft documents.
Delegate Tran Thi Hoa Ry said that the document needs to more clearly demonstrate the Party's consistent viewpoint and policy in developing ethnic minority and mountainous areas; this should be considered a strategic political task, both urgent and long-term.
The Vice Chairman of the National Assembly's Council for Ethnic Minorities emphasized that reality shows that ethnic minority areas are still facing five key issues: The growing development gap between ethnic minority areas and urban areas; low quality of human resources; environmental degradation and resource depletion; the risk of fading traditional cultural identity and potential factors of social instability.

Therefore, delegate Tran Thi Hoa Ry suggested that the Central Committee needs to comprehensively summarize Resolution 24-NQ/TW on ethnic affairs (issued in 2003) to continue perfecting new policies, suitable to the current context and development requirements.
This delegate also recommended that the document should clarify the role of national solidarity associated with promoting socialist democracy, ensuring human rights, civil rights, and equality among ethnic groups.
At the same time, it emphasizes the task of building awareness of respect for the Constitution and the law throughout society, considering this a core element of political culture and rule of law culture in the socialist rule of law state of Vietnam.
Speaking at the discussion session, delegate Tran Thi Thu Dong, Vice President of the Vietnam Union of Literature and Arts Associations, President of the Vietnam Association of Photographic Artists, member of the National Assembly's Committee on Culture and Society, highly agreed with the view that "culture must be placed on par with economics, politics, and society".
Delegate Tran Thi Thu Dong said that the document clearly demonstrated the strategic vision of building Vietnamese people in the new era, but it is necessary to supplement the orientation of developing literature and art in a modern, advanced direction, imbued with national identity.
Delegates suggested that the document pay attention to developing "visual culture" in digital space, considering this a factor shaping the aesthetic thinking, lifestyle and cultural identity of the young generation.
At the same time, it is necessary to innovate institutions, investment policies and mechanisms to encourage economic sectors to participate in the development of cultural and artistic industries, associated with the national digital transformation process.

Regarding the field of architecture and urban planning, delegate Tran Thi Thu Dong emphasized the need to develop a green, smart, modern urban system with its own identity. In which, Vietnamese architecture must be a harmonious combination of tradition and creativity, between preservation and development.
In addition, National Assembly deputies highly appreciated the quality of the draft document, and emphasized the need to clarify the orientations on human resource development, especially the contingent of cadres in the political system. Delegates also proposed to strongly innovate the mechanism for evaluating, selecting and using cadres, encouraging the spirit of daring to think, daring to do, daring to take responsibility for the common good, and at the same time having a worthy treatment policy, creating a fair and transparent development environment.
At the same time, it is necessary to strengthen the training of high-quality human resources associated with the requirements of digital transformation, industrialization and modernization of the country, meeting the goal of rapid and sustainable development in the coming period.
