Storm No. 13 has strengthened to level 14, gusting to level 17 and is still moving very fast (speed of about 30-35 km/h) towards coastal waters and mainland of the Central and South Central regions of our country.
According to the forecast, the storm is very strong, moving very fast, the range of strong winds and heavy rain is very wide (from Quang Tri to Khanh Hoa), when approaching the shore, it will still maintain strong storm winds of level 14-15, gusting to level 17, on land from noon today the wind will gradually increase to level 6-7, then increase to level 10-12, gusting to level 14-15, on the mainland east of Quang Ngai and Gia Lai it can reach level 12-13, gusting to level 15-16, the storm will cause coastal waves from 3-8m high, combined with rising sea levels and high tides, very dangerous for ships at sea and at anchorages, especially aquaculture cages, low-lying residential areas, coastal works and activities.
The storm circulation can cause very heavy rain in the provinces from Quang Tri to Dak Lak , with heavy rain, common rainfall of 200-400mm, in some places over 600mm, Ha Tinh, Khanh Hoa and Lam Dong provinces also have heavy to very heavy rain, rainfall of 150-300mm, with a very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, riverside, urban areas, especially in places that have been hit by recent heavy rains.

The Prime Minister requested that the evacuation of residents in dangerous areas must be completed before 3:00 p.m. today.
Following the telegrams No. 208/CD-TTg dated November 4, 2025 and No. 209/CD-TTg dated November 5, 2025, to limit damage caused by storms and floods, the Prime Minister requests:
Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, and Health; Secretaries and Chairmen of the People's Committees of provinces and cities from Quang Tri to Khanh Hoa continue to focus on leading, directing, and proactively deploying, within their authority, measures to respond to storms and floods caused by storms at the highest level, with the most urgent and drastic spirit to ensure the safety of lives and limit property damage of the People and the State, especially in the context that many places have just been severely affected by the prolonged flood.
Comrade Secretary, Comrade Chairman of the People's Committee of provinces and cities with ships operating at sea, especially localities of Da Nang, Quang Ngai, Gia Lai, Dak Lak (where the storm is forecast to directly affect) postpone meetings and work that are not really necessary, mobilize the entire local political system to participate, focus the highest on leadership, direction, implementation, and urging response to storms and floods caused by storms, including:
By all means, inform ship owners and captains of ships and vehicles still operating at sea about the storm's developments; guide them to move away from and not enter areas at risk of being affected by the storm; call on and guide ships and vehicles to safe storm shelters; guide and support people to deploy necessary measures to ensure the safety of ships and boats when they have returned to shore and at anchorage (for small ships and boats, they need to proactively pull them ashore to limit damage and avoid sinking at the shelter).
Based on the specific situation in the locality, proactively decide to ban the sea from the morning of November 6 (in which special attention should be paid to ban the sea early to prevent storms and lightning many hours before the storm directly affects); decide to control and limit people and vehicles participating in traffic during the time the storm directly affects to limit incidents and ensure the safety of people's lives.
Direct, guide, inspect, urge and mobilize as much as possible the forces (army, police, youth, etc.) to support people in protecting their houses, trimming trees, reinforcing the protection of headquarters, warehouses, production, business and service establishments, public works (especially educational and medical establishments), infrastructure works (paying special attention to dikes, dams, high towers such as television, radio, telecommunications, power grids, advertising signs, etc.); deploy measures to protect production, especially agricultural production; support people in harvesting agricultural products, especially crops and aquaculture areas that are about to be harvested with the motto "green at home is better than old fields" to limit damage caused by storms and floods.
Organize the evacuation and relocation of residents in dangerous and unsafe areas, especially in weak houses, low-lying residential areas, places at risk of coastal and riverside landslides, places affected by big waves, flooding due to rising sea levels, heavy rains, and risks of flash floods and landslides. Absolutely do not let people stay on boats, rafts, and aquaculture huts when the storm directly affects them (if necessary, resolutely implement coercive measures to ensure the safety of people's lives, and proactively arrange forces to protect security and order, and protect people's property). Complete before the storm directly affects you, but before 3:00 p.m. today.
Directing proactive operations to lower water levels at reservoirs to be ready for floods, implementing necessary measures to ensure safety of hydroelectric and irrigation dams, regulating scientific operations, avoiding overlapping floods, contributing to flood reduction downstream, and avoiding unexpected passiveness.
Immediately deploy military, police, militia, supplies, and vehicles, and assign comrades in the Standing Committee of the Provincial Party Committee, City Party Committee, and leaders of the Provincial People's Committee to be on duty in key areas to directly lead and direct the implementation of storm and flood response, rescue, and relief work when bad situations occur; reserve food, provisions, and necessities in residential areas that are prone to isolation due to floods and landslides; and prevent food shortages when storms, floods, and landslides cause isolation.
Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, Health, Culture, Sports and Tourism, according to their functions, tasks and authority, proactively direct and support localities in implementing storm and flood prevention and control work according to the direction of the Prime Minister in Official Dispatch No. 208/CD-TTg dated November 4, 2025, in which special attention is paid to resolutely implementing measures to ensure the safety of residents, especially students, vulnerable groups, safety for ships at sea, coastal areas and at anchorages, safety of dams (including those managed by enterprises and private individuals), infrastructure works, ensuring electricity supply, uninterrupted communication, and limiting damage to production and business.
The Chief of Office of the National Civil Defense Steering Committee coordinates with the competent agencies of the Ministry of Agriculture and Environment to closely monitor the situation to coordinate and mobilize forces and means to support localities in responding to storms and floods according to assigned functions and tasks.
Assign Deputy Prime Minister Tran Hong Ha to directly command the Forward Command Center to promptly direct the implementation of response work to storms and floods caused by storms.
The Government Office monitors and urges ministries and localities to seriously implement this Official Dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
