At the Conference, Director of the Legal Department Pham Cao Thai presented the topic "New points of the Law on Promulgation of Legal Documents in 2025", and emphasized that the work of building and perfecting institutions is always a key task that the Ministry of Culture, Sports and Tourism focuses on.

Conference on policy communication with great impact on society in the development of legal documents in 2025
Over the past time, the Ministry has actively implemented laws, ordinances and resolutions of the National Assembly and the National Assembly Standing Committee; advised, submitted for promulgation or directly promulgated legal documents in the fields of culture, sports and tourism; effectively integrated ethnic policies into the process of drafting legal documents of the sector.
Regarding decentralization and delegation in the field of culture, sports and tourism, the Ministry has issued and implemented Decree No. 137/2025/ND-CP, Decree No. 138/2025/ND-CP and Circular No. 09/2025/TT-BVHTTDL, effective from July 1, 2025 to March 1, 2027. These are documents specifying the policies in Resolution No. 60-NQ/TW, Conclusion No. 119-KL/TW, as well as the Prime Minister 's instructions on arranging the two-level local government model, ensuring no legal gaps, while promoting the proactive role of localities.

According to Mr. Pham Cao Thai, the development of the above documents aims to institutionalize the Party's policy on innovating the organization of a streamlined state apparatus, operating effectively and efficiently, meeting the requirements of the new period according to the Resolution of the 13th National Congress and Resolution No. 27-NQ/TW. Decentralization and delegation of power continue to be promoted according to the principle of "local decision, local action, local responsibility", contributing to promoting proactiveness, creativity, and unlocking development resources in the locality.
Next, Deputy Head of the Legal Department Le Thi Thu Oanh presented the topic "Process of drafting some legal documents", emphasizing the importance of policy communication in the law-making process.
According to Ms. Le Thi Thu Oanh, policy communication is a shift from a one-way legal communication model to a two-way dialogue model, reflecting the spirit of "people know, people discuss, people do, people check, people supervise, people benefit" as stated in the 13th National Congress Document.

Deputy Director Le Thi Thu Oanh said that communicating draft policies is not only a professional task but also an important solution to improve policy quality, create social consensus and strengthen people's trust. In addition, the compilation and publication of legal dissemination and education documents (PBGDPL) plays a role in bringing the law into life, helping people understand their rights and obligations, thereby forming a sense of law compliance.
Ms. Le Thi Thu Oanh also emphasized that legal dissemination documents need to ensure accuracy, ease of understanding, closeness and practicality, focusing on real-life situations, while being attractive and creative to attract readers.
In the third topic, Deputy Director Ngo Thi Ngoc Oanh introduced new points of the Law on Promulgation of Legal Documents No. 64/2025/QH15, amended and supplemented by Law No. 87/2025/QH15, together with Decree No. 79/2025/ND-CP and Decree No. 187/2025/ND-CP on inspection, review, systematization and handling of legal documents.
Deputy Director Ngo Thi Ngoc Oanh said that the Law and new decrees have clearly defined the authority and responsibility for inspecting and self-inspecting documents among agencies under the Ministry of Culture, Sports and Tourism, and at the same time specified the process of reviewing, systematizing and processing documents to ensure consistency and synchronization in the legal system.

At the Conference, delegates discussed, exchanged and raised many opinions to remove difficulties in policy communication work and the process of drafting legal documents of the Ministry.
In his concluding remarks, Director Pham Cao Thai acknowledged the delegates' comments and affirmed that the Legal Affairs Department will continue to closely coordinate with the departments, divisions and units under the Ministry to improve the effectiveness of drafting legal documents, meeting the requirements and tasks assigned by the Ministry's leaders.
