
According to data from the Department of Education and Training, by 2025 the province will have more than 150 non-public educational institutions, including kindergartens to high schools, foreign language and information technology centers. In particular, the private kindergarten system is developing strongly, especially in urban areas, meeting the needs of sending children to school of young workers.
The private Dream House Kindergarten (area 2A, Cao Xanh ward) was established in 2018 and currently has 4 classes with 50 students taught directly by 5 teachers. Teacher Can Thi Van Anh shared: “As non-public teachers, we always have to strive to balance the pressure of teaching and caring for students with concerns about income, working conditions and expectations from parents. Despite many difficulties, we are always dedicated to our profession and devoted to our students. We hope that the State will have more policies of care and practical support so that non-public teachers can feel secure in sticking with and dedicating themselves to their profession for a long time.”
Ms. Duong Thi Ninh Giang, owner of the Dream House Private Kindergarten, said: “Because we are self-funded and self-financed, we have to invest as much as possible to maintain quality. Our wish is to be supported in paying social insurance for teachers, to be provided with school supplies, land funds and training courses to improve teachers' capacity."

Meanwhile, Nguyen Binh Khiem Secondary and High School (Viet Hung Ward) is one of the non-public educational institutions with a long tradition in Quang Ninh . The school maintains a high rate of good and excellent students, a stable high school and university graduation rate, a dedicated teaching staff, and focuses on innovative teaching methods. In the 2024-2025 school year, the school's student population reached 99.95%, the dropout rate was only 0.63%. All levels of education maintained high quality of learning and training, the high school graduation rate reached 99.9%, the first-choice university admission rate reached 96.8%.
The school also focuses on applying IT in teaching and management, implementing electronic lectures, online teaching, and building a common document repository. Vice Principal of Nguyen Binh Khiem Secondary and High School, Vu Thi Thuy Duong, emphasized: In the 2025-2026 school year, the school will focus on innovating teaching methods, testing and assessment towards developing students' capacity and qualities, building a team of innovative teachers - creative students - happy schools. Aiming to achieve level II quality standards in the 2027-2028 school year.
Realizing the increasingly important role of non-public education, Quang Ninh has issued many mechanisms and policies to encourage the socialization of education, aiming to develop high-quality human resources in the period of 2021-2025, with a vision to 2030. Localities have planned land funds, supported administrative procedures, and encouraged businesses to invest in education. Thanks to that, many large-scale private school projects have been formed, creating jobs for thousands of teachers and staff, while expanding choices for parents and students.

Despite many achievements, the non-public education system still faces challenges such as: small facilities, lack of investment capital; uneven quality of teachers; limited management and quality control... Many parents are still concerned about the quality compared to public schools. In addition, high-quality human resources, especially teachers with foreign language proficiency and modern integrated teaching skills, are still lacking.
To achieve the goal of 25-30% of the total number of students studying at non-public institutions by 2030, the Quang Ninh Department of Education and Training has identified the need to synchronize many solutions, such as: Increasing investment calls and credit support for educational projects; training teachers; promoting international cooperation; perfecting the quality assessment mechanism according to national and international standards.
It can be affirmed that the development of the non-public education system in Quang Ninh is an inevitable trend in the process of socialization of education, in line with the requirements of innovation, integration and development. With the support of the government, businesses and the whole society, Quang Ninh is gradually forming an open, diverse and high-quality education system, contributing to building a strong human resource for the future.
