Draft Documents to be submitted to the 14th National Congress of the Party: Affirming the spirit of innovation and aspiration for development

Discussing in Group 1 (Hanoi City National Assembly Delegation) on the Draft Documents to be submitted to the 14th National Congress of the Party, National Assembly Delegate Nguyen Thi Lan assessed that the Draft Documents to be submitted to the 14th National Congress of the Party both inherit the achievements and valuable experiences of previous Congresses and supplement and develop many new contents, suitable to the requirements and development context of the current period. In particular, the highlight is the spirit of innovation and the aspiration for development.

Rapid and sustainable development on the basis of science and technology

Commenting on the draft Political Report to be submitted to the 14th National Party Congress, National Assembly Deputy Nguyen Thi Lan highly appreciated the leadership and direction of the Central Executive Committee, directly the Politburo and the Secretariat, along with the meticulous, serious and scientific preparation of the Document Drafting Team in drafting the Draft Political Report to be submitted to the 14th National Party Congress.

According to the delegate, this Draft Political Report was prepared very methodically, demonstrating the Party's high sense of responsibility, strategic vision and innovative thinking. The structure is tight, the content is comprehensive, objectively and deeply reflecting the situation of the country after 5 years of implementing the Resolution of the 13th National Congress and 40 years of innovation. The report inherits the achievements and valuable experiences of previous Congresses, and also supplements and develops many new contents, suitable to the requirements and development context of the current period.

The highlight of this Report is the spirit of innovation and development aspirations. The Report clearly identifies the orientation of rapid and sustainable development on the basis of science - technology, innovation and digital transformation; associated with the green economic model, circular economy, knowledge economy. At the same time, the Report affirms that people are the center, goal and driving force of development; attaches importance to equity and social security; emphasizes the task of building and rectifying the Party and a clean and strong political system, controlling power, and preventing corruption more effectively. In addition, the Report also focuses on regional development, regional connectivity, expanding independent, autonomous, cooperative and integrated foreign relations; thereby, enhancing Vietnam's prestige and international position.

Contributing some specific comments to help the Political Report and Action Program be more complete, comprehensive and feasible, National Assembly Deputy Nguyen Thi Lan said that, for Part XV - Key tasks and strategic breakthroughs, this part is built very comprehensively, tightly, covering major areas, demonstrating long-term vision and high feasibility. The six key tasks and three strategic breakthroughs have affirmed the orientation of rapid and sustainable development on the basis of science - technology, innovation and digital transformation, while placing people at the center, as the goal and driving force of development.

However, to complete and deepen the Report, delegates proposed to study and clarify a number of points. First of all, it is necessary to clarify the content of institutional breakthroughs, especially in the context of digital transformation and international integration, because institutions are the legal framework that shapes all development activities. At the same time, when the economy operates according to a digital model, data and technology become new resources, institutions also need to innovate flexibly, transparently, and adapt quickly to reality.

Second, supplement the orientation for developing the national innovation ecosystem, strengthen the linkage between the State - enterprises - institutes and schools, to maximize domestic resources, turn knowledge and creativity into competitive strength.

Third, it is necessary to emphasize more on cultural and human factors in strategic breakthroughs, considering them as the spiritual foundation and endogenous resources for sustainable development.

Finally, consider adding orientations for key regional development, maritime economy and ensuring non-traditional security (energy, cyber security, water resources, environment) – emerging global issues that have a direct impact on national stability and development.

"I think that these contents in the Report have been mentioned but are still general. If clarified and emphasized more, the Report will be more comprehensive, profound and feasible, contributing to the successful implementation of the goal of rapid and sustainable national development in the new period," National Assembly Deputy Nguyen Thi Lan emphasized.

Clarify the role of economic diplomacy

Regarding Part XI - Foreign affairs and international integration, National Assembly Deputy Nguyen Thi Lan assessed that the Political Report clearly demonstrated the spirit of Resolution 59 and other important resolutions of the Politburo when determining the foreign policy of independence, self-reliance, peace, cooperation and development; proactively and actively integrating comprehensively, deeply and effectively into the international community; and at the same time promoting synchronization between Party foreign affairs, State diplomacy, people's foreign affairs and defense - security foreign affairs.

In addition, the Report demonstrates a proactive and creative spirit in foreign affairs, shifting from “active participation” to “proactive leadership and initiative proposal”, in line with Vietnam’s increasingly high position and prestige in the international arena. The Action Program has also clearly specified these policies with many practical tasks such as raising the level of multilateral foreign affairs, expanding international cooperation in economics, science and technology, education, green energy and digital transformation. This is the right direction, demonstrating the strategic vision and proactiveness of the Party in the new context.

However, to make the Report and Action Program more comprehensive and in-depth, National Assembly Deputy Nguyen Thi Lan proposed to study and clarify some points, namely clarifying the role of economic diplomacy, especially in recovery and transformation of the growth model. The new report generally discusses international economic integration, while it is necessary to emphasize more the role of new-generation FTAs, investment promotion, market expansion, and attracting resources for green transformation and digital transformation. This is an important driving force to improve competitiveness and sustainable development.

In addition, delegates said that it is necessary to add content on science-technology diplomacy and green energy. The report has an orientation but has not clearly stated this focus, while this is an inevitable cooperation trend, helping Vietnam improve its endogenous capacity, access new technology and develop a knowledge-based economy. On the other hand, it is necessary to emphasize more the role of cultural diplomacy and national soft power because culture is an effective bridge to promote the image of a friendly, creative and responsible country; contributing to building a national brand and creating international trust.

In particular, it is necessary to clarify the role of people-to-people diplomacy and digital diplomacy. The report mentioned people-to-people diplomacy, but did not mention digital diplomacy - a new diplomatic channel, increasingly important in foreign communication, connecting, disseminating information and creating international consensus in the digital age.

"If these contents are clarified and emphasized more, the Report and Action Program will more fully institutionalize the spirit of Resolution 59 and other important resolutions, while demonstrating a modern, creative and proactive vision in foreign affairs, in line with Vietnam's position, role and development aspirations in the new period," said National Assembly Deputy Nguyen Thi Lan.

Innovation and digital transformation are the driving forces for rapid and sustainable development.

Regarding Part VII on National Science, Technology, Innovation and Digital Transformation Development, National Assembly Deputy Nguyen Thi Lan said that the Political Report fully grasped the spirit of Resolution 57 and related resolutions of the Politburo, when identifying science - technology, innovation and digital transformation as one of the key driving forces for rapid and sustainable development. The report clearly stated major orientations such as developing high-quality human resources, digital infrastructure, technology enterprises, digital economy and digital society - demonstrating a correct, modern vision, in line with development trends.

"The action program has also concretized these policies with many important tasks, such as perfecting institutions, developing an innovation ecosystem, promoting technology startups, ensuring network safety and security, and enhancing international cooperation in science and technology. This is a practical approach, demonstrating a strong spirit in implementation," emphasized National Assembly Deputy Nguyen Thi Lan.

To make this content truly breakthrough and more feasible, I would like to propose research and delegates to propose the need to build strong enough mechanisms and policies to encourage innovation and creative startups; mobilize resources from the State, businesses and society more effectively; and at the same time emphasize the development orientation of the fields of biotechnology, precision agriculture, and smart agriculture, which are fields with great potential and need to create breakthrough values.

In addition, it is necessary to clarify the content on data protection, technological security and digital sovereignty, which are issues of vital significance for sustainable development in the digital age; promote international cooperation on high technology, green energy, artificial intelligence; and strengthen the connection between the State - enterprises - research institutes - universities to form sustainable and in-depth innovation capacity.

"If these contents are clarified and emphasized more in the Action Program, it will help fully institutionalize the spirit of Resolution 57; at the same time, make Part VII on science and technology development, innovation and digital transformation in the Political Report truly become a strategic breakthrough, an important driving force for the country's development in the coming period," National Assembly Deputy Nguyen Thi Lan believes.
