Supplementing content on focusing on comprehensive child development
Speaking at the group discussion session, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the draft document to be submitted to the 14th National Party Congress had been consulted in many rounds, concentrating the intelligence and enthusiasm of the entire Party, people and army.
The Vice Chairman of the National Assembly agreed with the delegates' assessment that this draft document has many new points, both in terms of writing style, theoretical thinking, and practical summary; creating new inspiration, aspirations and motivation to bring the country into a new era.
Concerning the Action Program of the Party Central Committee to implement the Resolution of the 14th National Congress of the Party, the Vice Chairman of the National Assembly noted that there is not much time left until the Congress, so it is necessary to continue reviewing to ensure that the text of the draft Action Program "matches" and is consistent with the text of the draft Political Report, fully updating the newly issued guidelines, policies and contents.
Commenting on the draft documents of the 14th National Congress, National Assembly deputies found that the draft documents were carefully prepared, demonstrating a spirit of openness and democracy, especially innovation in leadership and management thinking.
A notable new point in the draft documents of the 14th National Party Congress is that for the first time, resolutions are built in conjunction with specific action programs, demonstrating an important step forward in overcoming the situation of "good resolutions but difficult to implement". The spirit of innovation is reflected throughout all the documents, especially in the perspective of people-centered development and promoting democracy and the strength of great national unity.
Concerned about the content of sustainable social management and development, ensuring progress and social justice, and caring for people's lives, National Assembly Deputy Nguyen Thi Mai Thoa (Hai Phong) stated that the draft document has comprehensively addressed vulnerable groups, including the empowerment of women, care and protection of the elderly and children, especially girls.
Delegate Nguyen Thi Mai Thoa analyzed that through research on the policies of child care, education and protection of our Party and State in 40 years of Doi Moi, we can see the very clear development in the policies of the Party and State in this field. That is, shifting from focusing on caring for and protecting vulnerable children and children in special circumstances to a policy that continues to care for and protect children in special circumstances while aiming at the comprehensive development of nearly 25 million children nationwide; at the same time, ensuring children's rights in all areas of social life. This is a very humane policy and suitable for the socio-economic development conditions in our country in the current period.
These policies have been issued and are being gradually implemented, but they also need to be affirmed in the draft document to continue investing resources and implementing effectively in the next phase. Therefore, delegate Nguyen Thi Mai Thoa suggested that it is necessary to add to the draft document the content of focusing on comprehensive development of children.
Regarding the list of tasks, projects and plans for the period 2026 - 2030, delegate Nguyen Thi Mai Thoa suggested that it is necessary to continue reviewing to add new tasks as well as remove from the list tasks that have been and are being implemented.
Primary health care development is the foundation
Regarding the content of universal health care, National Assembly Deputy Tran Khanh Thu (Hung Yen) stated that the draft Political Report of the 14th National Party Congress has set a target that in the period of 2026 - 2030, the human development index strives to reach about 0.78. In which, the average life expectancy from birth is about 75.5 years; healthy life expectancy is at least 68 years. At the same time, it emphasizes the building of a fair, high-quality, effective and sustainable health system; focusing on improving the quality and skills in disease prevention, medical examination and treatment, controlling epidemics and effectively implementing the National Target Program on health care, population and development; improving the quality and efficiency of the health service delivery network from the central to grassroots levels to respond to changes in disease trends.
Especially the issue of universal health coverage, all people have access to and use primary health care services, have quality and receive free health check-ups at least once a year. Strive to achieve the goal of basically free hospitalisation for all people by 2030; ensure national food security, nutrition for people, especially in disadvantaged areas, ethnic minority areas, vulnerable groups; strengthen control, ensure food hygiene and safety, care for and protect the elderly, children, especially girls.
Delegate Tran Khanh Thu stated that during the past term, the development of human culture and society has achieved very important results, with many aspects of progress, especially in social security and people's lives being increasingly improved. In particular, the health system and people's health care have had positive developments, quality has been improved and epidemics have been well controlled.
To implement the policy that by 2026, each person will receive a free health check-up once a year and aim to exempt basic hospital fees according to health insurance benefits by 2030, delegate Tran Khanh Thu said that developing grassroots healthcare is the foundation for implementation.
Therefore, according to the delegate, investment in primary health care needs to be focused, key and the main focus is on health stations and basic general hospitals. Health stations need to be invested in and have their facilities strengthened to better promote their role as a place to receive, manage and provide primary health care for the people. At the same time, ensure proactiveness in disease prevention and free medical examination and treatment.
Delegate Tran Khanh Thu said that this content should be clarified in the draft document. Accordingly, it is necessary to strengthen the grassroots health system and the model of health stations in localities after the administrative unit arrangement must be unified. Health stations must also ensure the capacity to provide health screening for local people; ensure resources and state budget to carry out this task in 2026.
