Workers in the digital age and knowledge economy

Participating in giving comments on the draft document, most cadres, workers and laborers agreed with the orientation of "Building a modern Vietnamese working class, strong in both quantity and quality, with strong political will...". However, to concretize the "modern" connotation in the context of the fourth industrial revolution, many opinions said that it is necessary to emphasize factors of vocational skills, professional qualifications and the ability to adapt to digital transformation.
Ms. Huynh Ut Muoi, Chairman of the Ca Mau Provincial Labor Federation, commented that the draft does not fully demonstrate the requirements for the capacity to master science and technology, industrial style and the ability to adapt to the green economy. Accordingly, she recommended that the definition of "modern" in the goal of building the working class be supplemented and clarified, with a specific proposal: "... modern, with high professional qualifications and skills, mastering science and technology, adapting to the requirements of the Fourth Industrial Revolution...". Along with qualities such as "solid political will, class awareness, national pride and self-respect", Ms. Muoi said that it is necessary to emphasize the requirements of legal awareness and high social responsibility to meet the requirements of international integration.
Ms. Muoi also proposed to supplement the orientation of developing the working class to become the vanguard force of the knowledge-based economy, with the capacity to compete globally; invest in developing high-quality human resources; strengthen political and ideological education; improve the material and spiritual life of workers; focus on developing the Party among workers. "Building a modern and strong Vietnamese working class is not only the task of the Trade Union but also the responsibility of the entire political system, in which the Party plays a direct leadership role, the State issues support policies, and businesses and society participate together," Ms. Muoi emphasized.
From a practical perspective, Ms. Pham Thi Quyen, Vice President of the Tay Ninh Provincial Labor Federation, said that building a strong working class must be closely linked to building a strong Trade Union organization. When the Trade Union organization has sufficient capacity, caring for, representing and protecting the legitimate rights and interests of workers will be most effective.
According to Ms. Quyen, the Trade Union needs to strongly innovate its operating methods, promote the role of grassroots trade union cadres, and train workers' skills in the context of many new forms of labor, the development of online working environments, and rapidly changing business models. Ms. Quyen emphasized: It is necessary to improve the capacity to grasp the situation, handle emerging issues; develop Trade Union institutions; perfect mechanisms and policies so that the Trade Union can truly become a fulcrum, effectively solving practical problems of workers right at the grassroots level.
Mr. Nguyen Huu Dai, Head of the Propaganda Department of the Dong Nai Provincial Labor Federation, emphasized the building of workers' culture and a learning society. In particular, the Vietnamese working class in the new period needs to possess four groups of basic qualities and capacities: High professional qualifications and skills, quick adaptation to technological transformation, digitalization, automation and artificial intelligence; industrial style, discipline, professionalism, productive and efficient work, in accordance with international labor standards; capacity for innovation, daring to think, daring to do, proactively improving processes, increasing added value in production; steadfast political will, patriotism, class consciousness and spirit of international solidarity, absolute loyalty to the goal of national independence associated with socialism.
Party development is a strategic task.

The Vietnamese working class is the leading class through the vanguard, the Communist Party of Vietnam, and at the same time the central force in the cause of building a modern, prosperous country. Continuing to affirm and concretize the direction of building a modern, strong working class is correct, but it needs to be based on practical assessment, especially on the work of developing the Party among workers, especially in the non-state and foreign-invested enterprises (FDI).
Summarizing the labor situation in the Southern region, which accounts for 60% of the country's workers, Mr. Nguyen Huu Dai, Head of the Propaganda Department of the Dong Nai Provincial Labor Federation, stated that the work of developing party members and building party organizations in private enterprises and foreign-invested enterprises (FDI) is a normative requirement, of strategic significance for the existence and development of the Party in the new period. However, the draft has not yet mentioned this content comprehensively and deeply.
Currently, in many industrial parks and export processing zones, the rate of Party members and grassroots Party organizations is still low; the work of discovering, training and recruiting outstanding workers still faces many difficulties; the time and content of activities are not suitable; the coordination mechanism between Party committees, trade unions and enterprises in building Party organizations is not really effective.
Therefore, Mr. Dai recommended that it is necessary to add separate content, or clarify more about Party building in the working class, in the non-state sector and FDI, considering this a strategic, fundamental and long-term task, and at the same time a decisive factor in maintaining the working class nature of the Party.
Similarly, Ms. Huynh Ut Muoi, President of the Ca Mau Provincial Labor Federation, also proposed that the draft should focus on Party development among workers. In particular, building effective models such as: "Workers strive to join the Party", "Party cells in non-state enterprises" to improve the quality of Party members from workers' backgrounds.
In addition, it is necessary to specify the role of the Trade Union in discovering and introducing outstanding union members to the Party; strengthening education on revolutionary ideals, working class traditions, awareness of law compliance and labor discipline, especially for young workers.
To successfully carry out those strategic tasks, the Trade Union organization needs to continue to strongly innovate; strengthen the Party's leadership; perfect the operating mechanism; promote the capacity for social supervision and criticism; have specific regulations on the responsibility of receiving and responding to Trade Union opinions; and at the same time, improve the effectiveness of welfare care and digital transformation in operations.
With their enthusiastic, comprehensive and practical contributions, the team of workers, laborers and Trade Union organizations expect that the 14th National Party Congress will continue to propose breakthrough policies and solutions to build the Vietnamese working class into a truly pioneering force, worthy of the role of revolutionary leadership and a solid political and social foundation of the great national unity bloc.
