The Club of Former National Assembly Deputies gives opinions on the draft documents of the 14th National Party Congress.

Attending the Conference were: former Vice Chairman of the National Assembly Uong Chu Luu; former Head of the Delegation Affairs Committee, Chairman of the Former National Assembly Delegates Club Tran Van Tuy and Club members.

Delegates said that the draft Document has many innovations and creativity in scientific methodology through the integration of 3 reports: Political Report, Socio-Economic Report, Report on Party Building and Implementation of the Party Charter into a neat and concise Political Report. The draft Political Report is elaborately and scientifically constructed, crystallizing intellectually high-level theories, has better forecasting properties, and demonstrates the belief and aspiration of the entire nation to step into a new era of prosperous development.

Delegates also emphasized that the 14th National Party Congress is an important milestone, shaping the country's development strategy in the new period - a period in which science, technology and innovation become the main driving force for rapid and sustainable growth. The draft document submitted to the National Party Congress also emphasized this requirement and had many innovations in development thinking.

While appreciating the draft document, some opinions also pointed out that the draft document of the 14th Congress still lacks specific targets, mechanisms, and solutions to turn the policy of "science, technology, and innovation into the main driving force for rapid and sustainable growth" into strong practice.

Therefore, some opinions suggest that the draft Document should more clearly define the construction of a national innovation ecosystem, with enterprises as the center, the state creating a favorable institutional framework, institutes and schools as the fundamental research force, and society as the environment to encourage innovation. There should be a separate section or more prominent content on developing high-quality science and technology human resources, linked to the mechanism of employing talented people. This is a breakthrough step of breakthrough, so there needs to be a long-term, substantial policy in both material and working environment to attract and retain good scientists, especially young good scientists.

Appreciating the ideology and viewpoint that runs through the entire draft document is the innovation of development thinking, some delegates noted that nearly 40 years ago (in 1986) when the Party initiated the renovation, it was only the innovation of thinking. Now it is the innovation of development thinking. However, this thinking is scattered in the sections, not yet generalized into a viewpoint in Section II - which is about the viewpoint and goals of building and developing the country in the new period. Therefore, these opinions suggest clarifying the viewpoint of innovation of development thinking in the draft Political Report in the viewpoint section, in which some basic contents for innovation of thinking are stated, because this is a major viewpoint, running through the entire content of the draft document.

Based on the expression in the draft items, and on the basis of development thinking, some delegates suggested that in Section III "continue to build and perfect a synchronous institution for rapid and sustainable development of the country", it is necessary to clearly state the thinking of building a development-creating institution, such as "development-creating thinking with enterprises and people at the center; thinking of clearly separating the roles of the state and the social market, avoiding overlap and unnecessary administrative intervention"...

At the same time, it is necessary to establish a legal corridor to promote innovation and control risks such as: digital economy, digital society, artificial intelligence, big data, perfecting green financial institutions, circular economy, building smart, transparent and accountable management institutions; continuing to perfect the power control institutions in the Party and State...

Delegates also acknowledged that the 6 key points and 3 strategic breakthroughs identified in the draft documents of the 14th National Congress demonstrated a very comprehensive strategic vision in development thinking and the great aspirations of the nation. In addition to the 3 strategic breakthroughs in institutions, human resources and infrastructure, some opinions suggested that it is necessary to add breakthroughs in scientific and technological innovation.
